Switzerland. "This Time It's Different" - Generative Artificial Intelligence and Occupational Choice

Abstract:
In this paper, we show the causal influence of the launch of generative AI in the form of ChatGPT on the search behavior of young people for apprenticeship vacancies. There is a strong and long-lasting decline in the intensity of searches for vacancies, which suggests great uncertainty among the affected cohort. Analyses based on the classification of occupations according to tasks, type of cognitive requirements, and the expected risk of automation to date show significant differences in the extent to which specific occupations are affected. Occupations with a high proportion of cognitive tasks, with high demands on language skills, and those whose automation risk had previously been assessed by experts as lower are significantly more affected by the decline. However, no differences can be found with regard to the proportion of routine vs. non-routine tasks.

Despite the fact that the Swiss VET system has been regulated by federal laws since 1930, the 26 cantons that make up the Swiss Confederation enjoy a certain room for maneuver when implementing federal provisions at the regional level. This is reflected in sometimes significant differences between the cantons, particularly with regard to participation in dual VET. Based on a historical reconstruction of the institutionalization process of the Swiss VET system, our contribution first explains the institutional conditions under which cantonal differences are possible; secondly describes their evolution; and finally identifies the main factors which influence their appearance. In more detail, our contribution begins with a reconstruction of the development of VET in Switzerland and in three cantons (ZH, GE, TI) during the decisive period for the Swiss VET system from 1950 to 1970. This reconstruction is based firstly on a historical analysis of sources (laws, messages, statistical data, reports, brochures, press articles, etc.) published from 1880 to the present day, with particular attention to the period 1950–1970. This analysis allows us to reconstruct the process of institutionalization of the field, with emphasis on the constant tension between federal regulation and cantonal autonomy, as well as the statistical evolution of cantonal differences. In a second step, we subject the same set of sources to a discourse analysis allowing us to identify the main arguments accompanying the decision-making process in our three cantons. This latter analysis enables us to show the sometimes-subtle differences between cantonal policies and their respective conceptions of VET.

Switzerland. Does Updating Education Curricula Accelerate Technology Adoption in the Workplace? Evidence from Dual Vocational Education and Training Curricula in Switzerland

In an environment of accelerating technological change and increasing digitalization, firms need to adopt new technologies faster than ever before to stay competitive. This paper examines whether updates of education curricula help to bring new technologies faster into firms' workplaces. We study technology changes and curriculum updates from an early wave of digitalization (i.e., computernumerically controlled machinery, computer-aided design, and desktop publishing software). We take a text-as-data approach and tap into two novel data sources to measure change in educational content and the use of technology at the workplace: first, vocational education curricula and, second, firms' job advertisements. To examine the causal effects of adding new technology skills to curricula on the diffusion of these technologies in firms' workplaces (measured by job advertisements), we use an event study design. Our results show that curriculum updates substantially shorten the time it takes for new technologies to arrive in firms' workplaces, especially for mainstream firms.

Over recent years, automation has created more jobs than it has destroyed. Of the 800,000 or so new jobs created between 1990 and 2013, some 200,000 can probably be attributed solely to automation. And in future years, automation is likely to continue to create more jobs than it destroys. It also looks likely that transformation in occupational roles and the shifting of jobs both within and between sectors will accelerate.

Switzerland. Hiring Costs of Skilled Workers and the Supply of Firm-Provided Training

This paper analyzes how the costs of hiring skilled workers from the external labor market affect a firm's supply of training. Using administrative survey data with detailed information on hiring and training costs for Swiss firms, we find evidence for substantial and increasing marginal hiring costs. However, firms can invest in internal training of unskilled workers and thereby avoid costs for external hiring. Controlling for a firm's training investment, we find that a one standard deviation increase in average external hiring costs increases the number of internal training positions by 0.7 standard deviations.
