Denmark. Automation and Low-Skill Labor

Changes in the supply of low-skill labor may affect robot adoption by firms. We test this hypothesis by exploiting an exogenous increase in the local labor supply induced by a large influx of immigrants into Danish municipalities. Using the Danish employer-employee matched dataset over the period 1995-2019, we show in a shift-share regression that a larger share of migrants in a municipality leads to fewer imports of robots at the firm-level. We rationalize this finding in a simple model of robot adoption in which robots and low-skill workers are substitutes. As many advanced economies are facing labor shortages, this paper sheds light on the future of robotization.

Switzerland. Hiring Costs of Skilled Workers and the Supply of Firm-Provided Training

This paper analyzes how the costs of hiring skilled workers from the external labor market affect a firm's supply of training. Using administrative survey data with detailed information on hiring and training costs for Swiss firms, we find evidence for substantial and increasing marginal hiring costs. However, firms can invest in internal training of unskilled workers and thereby avoid costs for external hiring. Controlling for a firm's training investment, we find that a one standard deviation increase in average external hiring costs increases the number of internal training positions by 0.7 standard deviations.

Perceiving immigrants as unable to get their credentials recognized by professional bodies in Canada and their “cultural differences” as standing in the way of their successful career development have been part of public sentiment.

Research suggests that the Canadian skilled immigration policy is also grounded in the belief that educational and professional credentials guide immigrants toward professional success in Canada.

However, the collective story of immigrants seeking professional employmen suggests that while Canada has opened the door to some, “it only leads to a brick wall on the other side.”

The companies’ demand for staff is truly heterogeneous in terms of their qualification profiles. In any case, the simple picture of demand that is primarily geared towards academic qualifications does not reflect reality at all. The medium skilled workers’ level will also represent the backbone of employees in the future. Furthermore, higher vocational qualifications are gaining in importance. In general, noticeable differences regarding recruitment demand, recruitment difficulties and recruitment/HRM strategies can be observed between companies. In this connection, the staff’s current qualification structure is a major influential factor.

Non/recognition of foreign credentials has been criticized for obstructing skilled immigrants from succeeding in the Canadian labour market. Drawing on an institutional ethnographic study of the credential assessment practices in the engineering profession, the study problematizes the redundant and ad hoc assessment procedures, licensure bodies‘ narrow focus on applicants‘ undergraduate education, and their deficit approach to training from other countries.
