The following study on "Technical and Vocational Education and Training (TVET) mapping for refugees, asylum seekers and host communities" was conducted in Egypt under the framework of PROSPECTS, the partnership for "Improving prospects for forcibly displaced persons and host communities". This TVET mapping exercise falls under the first pillar of PROSPECTS, “Education and Learning”, which focuses on increasing the access of refugees, asylum seekers, and Egyptians within the host communities, to quality technical and vocational education and training opportunities, with a focus on Greater Cairo, Alexandria, and Damietta. 

The overall objective of the study is to map the relevant features of the country’s formal and non-formal TVET system that facilitate or hinder the access of refugees at the national level, and to assess the capacity of local formal and non-formal TVET providers in the three main areas of interventions of the programme.

Overall, reforms in Germany demonstrate promising initiatives to overcome the barriers to the integration of refugees in VET, while reforms in Austria and Denmark have limited refugees’ opportunities to access and complete VET.

In Ethiopia, recent initiatives in the sector have started using formal TVET to promote relevant training and employment opportunities for refugees and host communities.

Field Note: Access to Higher Education: Reflections on a Participatory Design Process with Refugees

Refugees face significant challenges in accessing higher education. It is clear that new and diverse solutions are needed that both understand and address the contextual barriers to higher education access for refugees. In keeping with new approaches in the wider humanitarian community, which recognize the role communities can play in creating new education solutions, our organization sought to employ participatory design methods in the development of a new program to support access to higher education for refugees in the Middle East (mainly in Jordan and Lebanon). This note provides insights into the implementation of the participatory process and details the impact the participatory approach had on the design of our programs. Finally, we highlight the need for gender-balanced recruitment strategies and reflect on how the design of the participatory process benefited the participants and the initiating organization.

As the United States faces an increasingly aging population and its current nursing workforce ages into retirement, the demand for nurses is expected to be acutely felt in some regions of the country, particularly in rural communities where many patients already must travel long distances for care. According to the American Nurses Association, approximately 690,000 nurses are expected to stop working by 2024. Further compounding the problem, nursing programs are struggling to meet rising demands due to constraints on class size and the number of training spots available. At the same time, there is also a higher demand for a more culturally diverse and multilingual nursing workforce as demographics shift across the U.S.

GENEVA – Global enrolment of refugees in higher education increased to 7 per cent in 2023, continuing year-on-year gains in each of the past four years, according to the 30th anniversary DAFI programme report released this week by UNHCR, the UN Refugee Agency.

The enrolment rate represents a significant increase from 1 per cent reported in 2019. Among factors contributing to the rise are the steadfast commitment of education and government stakeholders that has led to increasing support from higher education institutions in host countries, which continue to offer places or reduce fees to ensure more equitable access for refugees; ongoing improvements in data collection; and the expansion of the flagship Albert Einstein German Academic Refugee Initiative, known as the DAFI scholarship programme.

Last year, the DAFI programme granted scholarships in 56 countries to more than 9,000 refugee students from 50 countries – an increase of nearly 1,000 students from the year before. In 2022, 43 per cent of the scholars were women – the highest rate ever.

In many countries of asylum worldwide, refugees continue to struggle to access higher education on an equal footing with nationals owing to a lack of inclusive educational policies, capacity constraints, prohibitive course fees and other administrative or bureaucratic impediments.

In the countries in which it operates, the DAFI programme is sometimes the only available mechanism for refugees to access tertiary education. Generously funded by the German government since 1992, the programme has supported more than 24,000 students and is the cornerstone of UNHCR’s global education strategy to achieve and exceed 15 per cent enrolment of refugees in higher education by 2030 (“the 15by30 target”). 

With the current 7 per cent enrolment rate representing a halfway mark in reaching this target, UNHCR is calling for increased investment to expand higher education opportunities.

Ahead of this year’s Global Refugee Forum – the largest gathering on refugee issues, to be held in December – UNHCR is urging states and the private sector to come forward with commitments to increase funding for and access to higher education. Contributions can be made to UNHCR's 15by30 global pledge on refugee higher education and self-reliance.

Scholarship programmes that specifically support refugees, such as DAFI, are vital for both refugees and the communities that host them – enabling forcibly displaced students to continue their schooling, secure employment and contribute to their host countries. Many DAFI scholars and graduates have already put their education and skills into action by securing leadership positions, starting companies, obtaining employment or advancing innovation and research that can improve lives around the world.

The latest annual DAFI report celebrates 30 years of the scholarship programme. It is a snapshot of the programme and refugee tertiary education, including reflections from more than 30 DAFI scholarship recipients. They focus on the moment that inspired them to study, their work leading projects in the arts, sciences and community development, and the organizations and initiatives they have founded or plan to pursue.

Focus on refugees and VET 

The UN Refugee Agency (UNHCR) defines refugees as people who have fled war, violence, conflict or persecution and have crossed an international border to find safety in another country. They often have had to flee with little more than the clothes on their back, leaving behind homes, possessions, jobs and loved ones. The UNHCR has estimated that more than 100 million individuals have been forcibly displaced worldwide as a result of persecution, conflict, violence or human rights violations. This is the highest level of displacement on record and includes 27.1 million refugees in the world - the highest number ever seen. This issue of Focus on... outlines the role vocational education and training (VET) plays in helping refugees and displaced persons integrate into their new communities. It also discusses the barriers and obstacles refugees face and the potential role of technology to improve access to VET and deliver innovative educational solutions.
