This report proposes a three-pronged mix of policies to improve the LAC region’s responses to crises: • Create a more stable macroeconomic environment to smooth the impacts of crises, including automatic stabilizers such as unemployment insurance and short-term compensation programs; • Increase the capacity of social protection and labor programs to respond to crises and coalesce these programs into systems that complement income support with reemployment assistance and reskilling opportunities; and • Tackle structural issues, including the lack of product market competition and the spatial dimension behind poor labor market adjustment—a “good jobs and good firms” agenda.

The transition from school to work represents a central stage in the lives of individuals and is a key policy topic in many European countries. This paper contributes to the debate on labour market transitions by proposing a dynamic mobility model depicting the sequential path trends towards permanent employment as a complement to the traditional survival model and by analysing a large number of countries.

A paper makes the intriguing argument that it may be better to hire a mediocre job candidate than to hire someone with sterling credentials. Why? The mediocre hire may give the job his all because he feels indebted to the hiring manager for choosing him. The most qualified candidate, by contrast, may feel like he deserved the job, and decide to approach it with a more relaxed attitude.
