We focus on mobile workers because of forced displacement and study how their occupational skills match skills in other occupations and how this commonality of skills relates to labor outcomes following displacement. Using large-scale register data from Brazil, we find that a higher occupational skills commonality shortens unemployment spells and increases the probability of transiting to another occupation. In addition, event-study analyses show that a one standard deviation increase in our measure of occupational skills commonality leads to a decrease of 1 to 3% in the probability of continuing unemployed after displacement or 10 to 20% of the overall variation in unemployment. However, although facing short periods out of the formal labor market, these individuals do not experience larger wages upon re-employment. Lastly, we explore the impact of skills mismatch on wages and find that transiting to occupations that are more similar in their skills content reduces the adverse effects of displacement.

In Brazil, the speed of population ageing is projected to be significantly faster than what has been experienced by most developed economies. At the same time, increasing integration into the global economy will create new opportunities and propel growth. But it will also affect the content of exports and the stage at which Brazil contributes for Global Value Chains (GVCs). Profound changes in the economy are to be expected in the coming decades. As these changes have not yet fully materialised, Brazilian policy makers have a window of opportunity to prepare for the transformations ahead. This report aims at providing policy recommendations, based on best practices internationally, to prepare the Brazilian adult learning system so that it is ready to support people in acquiring the relevant skills for the future.

Brazil. E-learning as a training tool for civil servants: a case in the state of Parana, Brazil

What is the perception of Parana civil servants, which undertake the distance e-learning methodology post-graduate programs in relation to the use of technologies and materials. The surveys of the study were 670 civil servants from Parana state, students of the post-graduation basis course in Public Management in e-learning methodology, which stems from Parana State Government's partnership with a federal institution of vocational and technological education. The research was conducted by using qualitative and quantitative approach, descriptive and questionnaire application method survey, containing 12 closed questions. The main results show that there is high familiarity and acceptance to e-learning. On the other hand, the use of teaching materials evidenced conservatism and attachment to printed learning materials, highlighting the printed book as a key to distance learning.

Digital transformation in technical and vocational education and training (TVET) is the planned and structured introduction of automated and streamlined processes within institutions and national technical and vocational education and training (TVET) systems through digital technology, with the goal of enhancing their scope, scale, efficiency and effectiveness and ultimately, driving their more sustainable development.

This document provides overall perspective and five country case studies on digital transformation in TVET.
