hat are the skills needed for the future? This is a question that permeates most conversations or reports about the future of work. There is a general consensus that teaching STEM subjects is not enough but that we should rather focus on STEAM. We even agree that training for technical skills should be complemented by acquiring human (or “soft”) skills. We pour over lists of jobs that are slowly declining and others that are emerging. And we all—in our different fields as educators or employers—scramble to identify and train for the skills that the next generation would need to thrive in the future.

These changes, however, offer an opportunity for policymakers, scientists, and educators to rethink how we might create a system that is designed for the 21st rather than the 20th century—one that will equip students for the jobs of tomorrow and address systemic inequalities.

It is highly questionable whether schools are democratic change agents that stimulate individual political agency in Uganda. The bigger question probably is, should schools take on that role?

If yes, then it is important to acknowledge that educational institutions are embedded in and dependent on surrounding social, political and economic structures. In other words, the education sector alone is not the magic bullet for democratisation, economic growth or poverty alleviation. It can only make its contribution towards systemic change at large.

For this change to happen, there needs to be a shift in thinking among education sector planners and actors (not just in Uganda) about the purpose of education.

In 2020, vocational education and training (VET) in Europe will need to take stock and make new plans. Many strategy papers and initiatives are oriented towards this year. The new European Commission’s work programme for the next five years has been available since January. New perspectives will open up for VET as a result of this plan and in the wake of Brexit. The European Centre for the Development of Vocational Training (Cedefop) has acted as a reference centre for the EU since its establishment in 1975. It observes the development of VET systems and supports representatives from the fields of policy, practice and research in the further development of VET in Europe.
