Call for proposals to support national or transnational projects on non-discrimination and Roma integration

This call will aim to co-fund national or transnational projects tackling at least one of the following grounds of discrimination of Art. 19 TFEU: racial or ethnic origin, religion or belief, disability, age or sexual orientation. Respecting the principle of gender mainstreaming they should aim at:

1. Fighting against discrimination based on sexual orientation in society and promoting the rights of LGBTI people.

2. Promoting diversity management in the public and private sector: identification of existing practices, measurement of diversity management benefits, and awareness-raising. The proposed activities may be linked to the launch and implementation of Diversity Charters.

3. Fighting against anti-gypsyism and various forms of discrimination of Roma – including spatial and schooling segregation, discrimination in (access to) employment and housing, forced evictions – through activities aiming to raise awareness and combat harmful stereotypes of Roma and thereby supporting their integration into mainstream society. Empowering Roma youth, women and children and promoting their participation in developing, implementing and monitoring policies affecting them. Supporting capacity building of Roma and pro-Roma civil society active at the local level.

4. Fighting against discrimination based on race and/or ethnic origin (excluding hate speech): through activities contributing to the enforcement and effective implementation of Union law and policy, such as victims' interest representation, independent monitoring and reporting.

The aim of the call is to support the organization and implementation of short campaigns or one-time movements, social or/and joint actions. The actions must address one or several of the below horizontal concerns of the EEA/Norway grants:

  • human rights and the rights of minorities (based on ethnic, religious, linguistic and sexual orientation), equal opportunities;
  • combating racism and xenophobia, homophobia, anti-Semitism, extremism;
  • tolerance, multicultural understanding and social inclusion instead of discrimination and exclusion;
  • understanding, mitigation and solution of problems arising from poverty and inequalities (with special attention to the situation of Roma);
  • promoting gender equality, combating inequalities, gender-based and domestic violence and trafficking.

Specific objectives

  • Promotion of understanding, dialogue and cooperation between Roma and non-Roma communities through the implementation of cultural activities;
  • Promotion of self-expression of Roma through works of art and creative processes;
  • Adoption and spread of best practices and introduction, development of new, innovative practices in the target area in the fields mentioned above;
  • Strengthening cultural diversity and the depth of Roma and non-Roma intercultural dialogue in the wider range of the society;  Establishment of wide range of partnership during the planning of the programmes and activities;
  • Involvement of underprivileged regions and/or underprivileged target groups during the implementation;
  • Establishment and consolidation of intercultural dialogue through regular, frequent and long-running implementation of programmes;
  • Addressing target groups living next to Roma communities that have limited access to cultural assets.
The proposals may be submitted between the following dates: from the 27th of February, 2016 until the 27th of March, 2016.

Priorities


  • contributing to the design, development and/or or monitoring of national, regional, or local policies aimed to fight against discrimination and/or to promote equality at the workplace and/or in society;
  • implementing more effectively the legislation on non-discrimination adopted following the Racial Equality Directive and, the Employment Framework Directive;
  • increasing stakeholders' knowledge of EU, national, regional and local policies and legislation as well as administrative practices in the non-discrimination field;
  • increasing the level of citizen's knowledge of their rights in cases of discrimination. 
  • Or - promote Roma integration (ROMA priority), aiming to support the implementation of national Roma inclusion strategies or integrated sets of policy measures and the Council Recommendation on Roma integration


BUDGET AVAILABLE


The indicative available budget under this call for proposals is EUR 3.450.000. The requested grant cannot be lower than EUR 75.000.
