The aims of this call are:

(a) to contribute to the effective and coherent application of EU criminal law in the area of the rights of persons suspected or accused of crime (procedural rights priority);

(b) to contribute to the effective and coherent application of EU criminal law in the area of the rights of victims of crime (victims' rights priority).

 

The project should cover one or several of the following activities:

- analytical activities, such as data collection and creation of data bases, surveys, research etc.;

- mutual learning, exchange of good practices, development of working methods which may be transferable to other participating countries;

- exchange and provision of information and development of information tools;

- capacity building for professionals;

- facilitating cooperation between competent authorities (including where relevant national experts or agencies dealing with the aspects covered by this call) and/or legal practitioners and/or service providers (including multi-disciplinary networks at EU or international, national, regional or local levels);

- communication activities including dissemination of information about rights and activities raising awareness of the existing rules on rights at EU and national levels, relevant to the priorities of the call;

- training activities, as long as they are of ancillary nature and not the main purpose of the project.

The normal functioning of an organisation or the setting up of a new organisation cannot be co-funded.

The call for proposals to monitor, prevent and counter hate speech online will support the following priorities:

- Projects aimed at development, studies and analyses of the sociological landscape and trends on hate speech online;

- Projects on developing online alternative and counter-narratives and promoting the development of critical thinking by Internet users;

- Projects aimed at countering illegal hate speech online on social platforms/Internet companies (As defined under national laws transposing the Council Framework Decision 2008/913/JHA, on combating certain forms and expressions of racism and xenophobia by means of criminal law) and enhancing transparency on how manifestations of hate speech are addressed in the online world.

Proposals building on the activities relating to the implementation of the Code of Conduct on countering hate speech online are of particular interest.

Projects aimed at research and analysis of the sociological landscape relating to the origin and spread of hate speech on social media platforms are expected to build on prior studies and focus on analysis (including through the quantitative analysis of publicly available datasets) of current or new trends of forms of intolerance online and its path of dissemination, such as extremist ideas leading to violence or hatred against minorities.

The aim of this call is to contribute to education and awareness-raising to prevent and combat gender-based violence, in particular by changing attitudes and behaviours towards the phenomenon. Such education and awareness-raising should focus on providing girls and boys (under 18 years old) with information and skills related to gender equality, healthy relationships, gender stereotypes and roles, respect for others etc. Such initiatives should encourage critical thinking, so girls and boys challenge social norms that contribute to perpetuating gender-based violence. They should empower young people to claim their rights and to protect themselves in risky or violent situations, while ensuring that this does not only put the responsibility on the victim and contribute to victim-blaming. Awareness-raising and education aimed at encouraging bystander intervention is also welcome.

Awareness-raising and education activities can cover all forms of gender-based violence or focus on specific forms, such as female genital mutilation, forced marriage, or target particular groups who are vulnerable to such violence, such as LGBTI, ethnic or religious minorities, migrants etc.

Proposals shall complement the efforts of the EU in combating gender-based violence.

Restricted Call for proposals (Member States) - Projects to support MS activities to improve gender equality in national policies and programme – Action grants 2014

Priority will be given to proposals dealing with equal economic
reconciliation of professional and private life and how to share housework and care responsibilities more equally between women and men.


Proposals shall complement the efforts of the EU in the area of equality between women and men. Duplications of already existing initiatives will not be funded. Activities already funded or eligible for funding under other EU funds (e.g. European Social Fund) cannot be funded under this call for proposals.



This call for proposals may provide funding for:

effective national and/or transnational awareness raising activities aiming at:

  • supporting, in particular for men, flexible working arrangements (e.g. part time work, job sharing, reduced hours etc.) through campaigns using role models and pioneers. Such campaigns could e.g. highlight particularly successful male politicians, entrepreneurs or other public figures as care-givers who have adapted their working days to accommodate the needs of their families; show men taking care of ill partners or their parents; etc.
  • highlighting the benefits of family-friendly measures to encourage companies to implement them; fighting against the adverse consequences affecting parents who make use of their right to family leave, and fighting stereotypes at company level that prevent men from making use of parental leave, paternity leave or part-time;
  • counteracting the stereotype that domestic work does not fit the traditional picture of masculinity, by using authentic gender-balanced role models, such as:

- run campaigns showcasing e.g. popular male athletes completing domestic work or blue collar workers bringing home groceries, etc.
- implement at schools special lessons in ‘domestic work’ for both girls and boys. This should allow students to revalue these tasks and to establish the norm that both genders are responsible for this work.
Innovative policy research aiming
at:
Providing new evidence on innovative ways of organising work and -time that would enable a better work-life balance and better sharing of domestic tasks and care responsibilities between women and men:
- conduct new research on economic and social benefits for equally shared paid and unpaid working hours;
- experiment (pilot) new working arrangements that allow better sharing of paid and unpaid work

The priority of the call will be to combat and prevent violence linked to harmful practices, such as female genital mutilation, forced or early marriage or forced sexual relationships, and so-called "honour crimes" committed against women, young people and children.


Funding activities


  • promoting an integrated approach, including through the development and rollout of multi-sectorial guides and protocols for child protection system actors and other actors (e.g. health sector, law enforcement, education and childcare, justice,victim support services) in contact with victims or potential victims of harmful practices;
  • raising awareness and changing attitudes among relevant communities, including through dialogue, mutual learning and exchange of good practice


Budget under this call for proposals is EUR 4.500.000

The funding under this call is based on the co-financing principle: the grant cannot constitute more than 80% of overall eligible project costs. The beneficiaries should ensure that the outstanding balance is covered from sources other than the EU budget (own resources of beneficiaries, contributions by donors, income generated by the project). The project budget must have revenue and expenditure in balance.


Contributions in kind
Contributions in kind mean the provision of goods or services to a beneficiary(ies) free of charge by a third party. As contributions in kind do not involve any expenditure for a beneficiary(ies) they are not eligible costs.
