In view of the third call for proposal, a series of support measures will guide and advice applicants on how to improve the quality of project applications.

Four thematic workshops are taking place in Prague on 7 and 8 November 2017  offering a mix of theoretical and practical inputs for advanced applicants who want to get thematic feedback on and visibility for their project ideas. 

The workshops are organised back-to-back and offer advanced applicants with concrete project ideas a mix of theoretic inputs and thematic discussions.

It is recommended to already submit a project idea to the Interreg CENTRAL EUROPE online community before you register. Ideas submitted to the programme online community do not have to be published online if preferred.

The Alpine Space programme (ASP) follows the "total costs" principle1 . The project participants from EU Member States are co-financed by the European Regional Development Fund (ERDF) up to a maximum rate of 85% of the eligible costs. Every ERDF beneficiary needs to secure public or private contribution to complete its budget (15% at least) either from its own resources or from other entities. Geographical location

As a general rule, project participants have to be located inside the cooperation area (see also section 1.1.1 of the cooperation programme):

o Austria: whole country; o France: Rhône-Alpes, Provence-Alpes-Côte d’Azur, Franche-Comté, Alsace;

o Germany: districts of Oberbayern and Schwaben (in Bayern), Tübingen and Freiburg (in BadenWürttemberg);

o Italy: Lombardia, Friuli Venezia Giulia, Veneto, Trentino-Alto Adige, Valle d’Aosta, Piemonte and Liguria;

o Liechtenstein: whole country;

o Slovenia: whole country;

o Switzerland: whole country.

Common mistakes leading to financial corrections at the planning stage are:

1. Direct award of a contract with inadequate justification for non-publication of a contract notice (CN).

2. Artificial splitting of works/services/supplies contracts.

3. Cases not justifying use of the exceptional negotiated procedure with prior publication of a CN or without prior publication of a CN.

4. (i) Disproportionate and discriminatory selection criteria and (ii) award criteria not related to the subject matter of the contract.

5. Errors / mistakes in ordering on a framework agreement

Information to apply for funding of the Interreg CENTRAL EUROPE Programme

The third call for proposals was launched on 21 September.

Deadline: 25 January 2018.

 

The key priority areas: 

  • Innovation and knowledge development
  • Low carbon economy
  • Natural and cultural resources
  • Transport

Transnational partnerships can be formed by both public and private organisations. The minimum requirement for a project partnership is the participation of 3 financing partners from at least 3 countries. The typical project duration is around 36 months. The co-financing rates reach up to 85 percent depending on the geographical location of an institution.

The Interreg CENTRAL EUROPE Programme supports regional cooperation among nine central European countries.

The overall objective of the programme is “to cooperate beyond borders to make central European cities and regions better places to live and work” by implementing smart solutions answering to regional challenges in the fields of innovation, low-carbon economy, environment, culture and transport. The programme runs from 2014 to 2020 and invests EUR 231 million to co-finance transnational cooperation projects promoted by public and private organisations from central European regions.

PROGRAMME AREA

The CENTRAL EUROPE programme area includes all regions from Austria, Croatia, the Czech Republic, Hungary, Poland, Slovakia and Slovenia, as well as eight Länder from Germany (Baden-Württemberg, Bayern, Berlin, Brandenburg, Mecklenburg-Vorpommern, Sachsen, Sachsen-Anhalt, Thüringen) and nine regions from Italy (Emilia-Romagna, Friuli Venezia Giulia, Liguria, Lombardia, Piemonte, Provincia Autonoma Bolzano, Provincia Autonoma Trento, Valle d’Aosta, and Veneto).


Priority axis 1 - Cooperating on innovation to make CENTRAL EUROPE more competitive

Priority axis 2 – Cooperating on lowcarbon strategies in CENTRAL EUROPE

Priority axis 3 – Cooperating on natural and cultural resources for sustainable growth in CENTRAL EUROPE

Priority axis 4 – Cooperating on transport to better connect CENTRAL EUROPE



BUDGET


ERDF BUDGET AVAILABLE The programme will allocate up to EUR 80 Million ERDF to the first call for proposals.

The recommended financial size of projects to be submitted in the framework of the 1 st call for proposals is in the range of EUR 1 to 5 million total cost. In exceptional cases, smaller or larger projects can be supported.

CO-FINANCING RATES


The following co-financing rates shall apply:

- Up to 85 %for applicants of Croatia, the Czech Republic, Hungary, Poland, Slovakia, Slovenia;

-  Up to 80 % for applicants of Austria, Germany, Italy;

- Up to 80 % for applicants located in EU regions outside the Interreg CENTRAL EUROPE Programme area

DEADLINE FOR SUBMISSION

Project proposals for step 1 of this call must be submitted through the eMS at the latest by Monday 13 April 2015, 18.00 CET.
