ELIGIBLE ACTIONS
To generate a potential fund and to qualify for reinvestment measures, the film must have been majority produced by a producer/producers established in countries participating in the MEDIA sub-programme and made with a significant participation by professionals from those countries.

The film must be a work of fiction, animation or documentary of more than 60 minutes long and from a different country than the country of distribution.
The film must not consist in alternative content (operas, concerts, performances, etc.) or advertising.
For the film to be eligible its first copyright must not have been established before 2013.

Minority Co-production support, the Hubert Bals Fund aims to encourage European producers to participate as a minority co-producer in high-quality film projects by filmmakers from Africa, Asia, Latin America, the Middle East and parts of Eastern Europe. HBF+Europe is supported by the Creative Europe - MEDIA programme of the European Union.

The maximum amount awarded per project is €52,000.

Projects providing mechanisms for better cooperation between film education initiatives in Europe with the aim to improve the efficiency and European dimension of these initiatives and to develop new and innovative projects, especially using digital tools. The target audience of the film education initiatives must be young people below 19 years old.
Projects providing mechanisms for increasing the contribution of existing European films and audiovisual works to education, including curated catalogues of films. Projects require at least 3
partners, of which at least 2 partners coming from the film education sector. The partners must come from 3 different countries participating in the MEDIA Sub-programme and cover at least 3 different languages.

Lisbon Docs is open for all European documentary professionals and has a limited number of seats for participants coming from outside Europe. Submissions are accepted from professionals, who want to take part in an intense creative dialogue and development process as well as present their project to potential documentary financiers, European television channels and producers.

 

HOW TO APPLY

Documentary projects can be submitted until 30 July 2016 and should contain a 2-page presentation of your project accompanied by visual material.

The 2-page presentation
Your 2-page presentation has to be written in English language and should include the following elements:

-  Project info: project title, status of the project, expected time of delivery, length, & format
-  The film: depending on the project this can include the story, characters, visual approach, director's note etc.
-  Contacts: name of producer, production company, director and contact information
-  Profiles: short CV & filmography of company and director
-  Financing: budget sum (total sum for the production, not the whole budget) and brief financing plan.

The specific objective of promoting transnational circulation, one of the priorities of the MEDIA Subprogramme is the following:

• supporting theatrical distribution through transnational marketing, branding, distribution and exhibition of audiovisual works;

The MEDIA Sub-programme shall provide support for the following:

• establishing systems of support for the distribution of non-national European films through theatrical distribution and on all other platforms as well as for international sales activities, in particular the subtitling, dubbing and audio-description of audiovisual works.

ELIGIBLE ACTIONS

The Sales Agents scheme works in two phases:

1. The Generation of a potential fund, which will be calculated according to the international sales performance of the company on the European market during the reference period (2010-2014) 2. Reinvestment of the potential fund thus generated by each company: Module 1: minimum guarantees or advances paid for the international sales rights on new European non-national films. Module 2: the promotion, marketing and advertising on the market of new non-national European films presented.

BUDGET

The total budget available is EUR 2.600.000. The financial contribution of the Union cannot exceed 60% of the total eligible costs, depending on the type of reinvestment

IDFA Bertha Fund supports documentary filmmakers in Africa, Asia, Latin America, the Middle East and parts of Eastern Europe (see IBF Country List) by offering them financial contributions, assistance and coaching to complete their projects. Projects can be submitted in two categories:

  • Project development: The maximum contribution for project development is €5,000, which must be spent in a country on the IBF Country List.
  • Production & post-production: The maximum contribution for production & post-production is €17,500, which must be spent in a country on the IBF Country List.

Objective
Increase the capacity of audiovisual producers to develop European projects with the potential to circulate in the Union and beyond, and to facilitate European and international co-production.

The development activities for the following audiovisual works are eligible: 


- Feature films, animations and creative documentaries of a minimum length of 60 minutes intended primarily for cinematic release 
- Fiction projects (one-off or series) of a total duration of minimum 90 minutes, animation (oneoff or series) of a total duration of minimum 24 minutes and creative documentaries (one-off or series) of a total duration of minimum 50 minutes intended primarily for the purposes of television 
- Fiction projects of a total duration or user experience of minimum 90 minutes, animation of a total duration or user experience of minimum 24 minutes and creative documentaries of a total duration or user experience of minimum 50 minutes intended primarily for the purposes of Digital platform exploitation.

The activities to be funded are campaigns for the distribution of non-national European films, submitted as part of an eligible grouping of minimum 7 distributors coordinated by the sales agent of the film. The film must have been majority produced by a producer/producers established in countries participating in the MEDIA sub-programme and made with a significant participation by professionals from those countries. The film must be a recent work of fiction, animation or documentary of more than 60 minutes long and from a different country than the country of distribution. The film must not consist in alternative content (operas, concerts, performances, etc.) or advertising, Films from DE, ES, FR, IT, and UK must have a production budget of maximum 10M€. For the film to be eligible its first copyright must not have been established before 2012.

Supporting theatrical distribution through transnational marketing, branding, distribution and exhibition of audio visual works.

 

ELIGIBLE ACTIONS

The Cinema Automatic Scheme works in two phases:

1. The generation of a potential fund, proportional to the number of paying admission tickets sold during the reference period (2014) for non-national European films in countries participating in the MEDIA Sub-programme, up to a fixed ceiling per film and adjusted for each country.

2. Reinvestment: the potential fund thus generated by each company must be reinvested in:

Module 1. the co-production of eligible non-national European films;

Module 2. the acquisition of distribution rights, for example by means of minimum guarantees, of eligible non-national European films; and/ or in

Module 3. editing costs (prints, dubbing and subtitling), promotion costs and publicity costs for eligible non-national European films.

Reinvestments: within the deadline set out for each module and by 02 August 2016.
