EU FUNDING OPPORTUNITIES AND PROJECT MANAGEMENT TIPS

The global objective is to contribute to an increase of the level of social cohesion in Latin America.

The specific objective (s) of this call for proposals is to support national social, good governance and gender equality public policies aiming at enhancing the level of social cohesion and at strengthening the institutions responsible for their implementation.  

The following priority areas of action will be supported in the implementation of EUROsociAL+:

• Social policies:
  • Improve quality of employment, the prevention and reduction of unemployment, underemployment and informality, and the promotion of social protection and labour market policies.
  • Address the constraints that prevent vulnerable groups (indigenous people, migrants, etc.) from benefiting of social policies.

• Good governance policies:
  • Fiscal policies, specifically, measures addressing the efficiency, equitability, progressiveness and transparency of the tax systems and revenue collection in order to promote social cohesion policies, as well as the increase in government accountability and transparency and the fight against corruption (activity based management including budgetary allocation of funds, voluntary fulfilment of tax obligations, tax reforms, fiscal and tax education, etc.).
  • Equal access to justice to all, eliminating barriers and discriminating measures. Policies that promote information on rights and obligations, strengthening public defence offices, alternative mechanisms of conflict resolution, reduction of access to justice barriers, social rehabilitation policies for inmates, violence prevention, etc.
  • Support to long term strategic planning, definition of public policies for the reduction of social inequalities and quality of social expenditure in public administration (i.e.: regional development policies, etc.).

• Gender equality policies:
  • Strengthening of the national mechanisms for the advancement of women, peer learning and experiences sharing.
  • Fostering the implementation of the legal framework favourable to gender equality and facilitate possible solutions for the region to accomplish the international commitments and their monitoring.
  • Increasing capacities and knowledge of national institutions on integrating gender approach in different sectorial policies and implement gender-responsive policies.
  • Improving the use of gender indicators and data, monitoring gender-related public expenditure.

The objective of this call is to strengthen the capacities of sending and hosting organisations intending to participate in the EU Aid Volunteers initiative and to ensure compliance with the standards and procedures regarding candidate volunteers and EU Aid Volunteers. With this call the European Commission expects to achieve the following results:

The capacities of up to 100 sending and hosting organisations are strengthened in the fields of

— Disaster risk management, preparedness and response as well as linking relief, rehabilitation and development;

— Volunteer management according to the standards and procedures for the management of the candidate volunteers and the EU Aid Volunteers;

— Strengthening local volunteering in third countries;

— Capacities to undergo certification including administrative capacity;

— Tools and methods of needs assessment at a local level;

Building partnerships with a view to develop joint projects in the context of the EU Aid Volunteers initiative.

— Communicating the European Union’s humanitarian aid principles agreed in the European Consensus on Humanitarian Aid and raise awareness levels and visibility of its humanitarian aid.

BUDGET AVAILABLE

The total budget earmarked for the co-financing of projects is estimated at EUR 6 948 000.

— For the first round (projects submitted by 1.4.2015) it is foreseen to use 70 % of the available amount for projects (EUR 4 863 600). — 30 % (EUR 2 084 400) will be available for the second deadline on 1.9.2015. The maximum grant will be EUR 700 000. Grant requests below EUR 100 000 will not be considered for funding. The Agency expects to fund 20 proposals.

The global objective of this Call for Proposals is to contribute to the achievement of Objective No. 2 of the EIDHR Strategy 2011-2013, "Strengthening the role of civil society in promoting human rights and democratic reform, in supporting the peaceful conciliation of group interests and in consolidating political participation and representation" and Objective No. 2 of Regulation (EU) No 235/2014 establishing a financing instrument for democracy and human rights.

The specific objectives of this Call for Proposals are:
1. Capacity-building for human rights CSOs with the aim to enable them to actively contribute to the promotion and protection of human rights through monitoring, reporting, networking and coordination; joint advocacy and legal reform initiatives;
2. Enhancing human rights culture, human rights education, civic and voter education and democratic rights and citizenship;
3.  Supporting and protecting those who are victims or are most at risk of human rights violations, including victims of armed conflict and violence, torture and other forms of ill-treatment, sexual and gender-based violence, arbitrary arrest and detention etc., as well as human rights defenders, through the provision of legal, medical, psycho-social and other types of support services, in order to restore the right to remedy and rehabilitation of victims;
4.  Enhancement of political, civil, economic, social and / or cultural rights and support the realization of the rights of women, children, youth and people with disabilities etc.

Budget

The overall indicative amount made available under this Call for Proposals is € 1,000,000.

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
• Minimum amount: EUR 60.000
• Maximum amount: EUR 120.000
Any grant requested under this Call for Proposals must fall between the following minimum and maximum percentages of total eligible costs of the action:
• Minimum percentage: 50 % of the total eligible costs of the action.
• Maximum percentage: 95 % of the total eligible costs of the action
