Open call for SME Instrument Phase 1 Seal holders
The Region of Lombardy renewed its scheme for SME Instrument Phase 1 Seal of Excellence holders who were awarded between the September 2016 and September 2017 cut-off. SMEs can apply under the regional R&I Call Innodriver (Misura B), submitting the same Horizon 2020 SME Instrument proposal, the Seal certificate and the Evaluation Summary Report provided by the European Commission. The proposal will not be re-evaluated but will have to comply to the criteria set in the call. The grant of 30.000€ is intended to support the further development of the business plan and related feasibility activities.

Deadline for application is October 31st. More information(in Italian)

Common mistakes leading to financial corrections at the planning stage are:

1. Direct award of a contract with inadequate justification for non-publication of a contract notice (CN).

2. Artificial splitting of works/services/supplies contracts.

3. Cases not justifying use of the exceptional negotiated procedure with prior publication of a CN or without prior publication of a CN.

4. (i) Disproportionate and discriminatory selection criteria and (ii) award criteria not related to the subject matter of the contract.

5. Errors / mistakes in ordering on a framework agreement

Call for applications for the selection of experts appointed in a personal capacity of the High Level Group of Independent Experts on Monitoring Simplification for Beneficiaries of the European Structural and Investment Funds.


The task of the group of experts is to advise the Commision with regard to simplification and reduction of administrative burden for beneficiaries of the European Structural and Investment (ESI) Funds. In particular the group will:

  • Assess the uptake of simplification opportunities by Member States including Member States' commitments to reduce the administrative burden for beneficiaries as set out in their partnership agreements covering the ESI Funds for 2014-2020, taking into account the specificities of the different ESI Funds.
  • Analyse the implementation of simplification opportunities in Member States and regions, taking account of a study on the use of new provisions on simplification during the early implementation phase of the European Structural and Investment (ESI) Funds and their impact on administrative burden and costs;
  • Identify good practice in matters concerning the reduction of administrative burden on beneficiaries; and,
  • Make recommendations to improve the uptake of simplification measures for 2014-2020, in particular in view of its mid-term review in 2016, and on the way forward for the post-2020 regulatory framework for ESI Funds.
