Scope:

Integrated innovative solutions for Positive Energy Blocks/Districts will be developed and tested and performance-monitored in the Lighthouse Cities. Projects will consider the interaction and integration between the buildings, the users and the larger energy system as well as implications of increased deployment of electro-mobility, its impact on the energy system and its integration in planning.

Lighthouse Cities will closely collaborate with Fellow Cities[3] and should act as exemplars helping to plan and initiate the replication of the deployed solutions in the Fellow cities, adapted to different local conditions.

As a sustainable energy transition will see increased electro-mobility, its impact on the energy system needs to be understood and well integrated in planning.

Definition: Positive Energy Blocks/Districts consist of several buildings (new, retro-fitted or a combination of both) that actively manage their energy consumption and the energy flow between them and the wider energy system. Positive Energy Blocks/Districts have an annual positive energy balance[4]. They make optimal use of elements such as advanced materials (e.g. bio-based materials), local RES, local storage, smart energy grids, demand-response, cutting edge energy management (electricity, heating and cooling), user interaction/involvement and ICT.

Positive Energy Blocks/Districts are designed to be integral part of the district/city energy system and have a positive impact on it (also from the circular economy point of view). Their design is intrinsically scalable and they are well embedded in the spatial, economic, technical, environmental and social context of the project site.

2017 Work Programme was published today following its adoption last week by ACER’s Administrative Board.

The document focuses on the four main areas on which the Agency expects to concentrate its activities in 2017 and in the coming years: the (post-2014) completion of the Internal Energy Market, the infrastructure challenge, the monitoring of wholesale energy markets and the longer-term regulatory challenges such as the integration of renewables.

LIFE is the EU’s financial instrument supporting environmental and nature conservation projects throughout the EU

The LIFE programme for the Environment and Climate Action is expanding from providing action grants to projects and operating grants to non-governmental organisations. LIFE funding will now also be channeled through the Private Finance for Energy Efficiency, the first of two new financial instruments under this programme.

The Private Finance for Energy Efficiency (PF4EE) aims to increase private financing for investments in energy efficiency enhancing projects. Its objective is therefore to support Member States in making progress in view of the EU's agreed targets on energy efficiency. 


The Commission has committed €80 million for 2014-17 anticipating an 8-fold leverage effect. The management of the PF4EE instrument is entrusted to the European Investment Bank (EIB).

The PF4EE will combine lending from the EIB to financial intermediaries with protection against losses associated with making loans for energy efficiency projects. The Financial Instrument will help intermediary banks in Member States to develop and offer specific loan programmes for energy efficiency projects. These loan programs will be aligned with the national energy efficiency action plans. The Financial Instrument will also provide support and technical assistance aiming at effectively deploying the PF4EE Instrument by increasing the technical capacity of the financial intermediaries.


The beneficiaries could include SMEs, private individuals, small municipalities or other public sector bodies. The size of the energy efficiency loans to be provided to the final beneficiaries could range from €40 000 up to €5 million and higher in exceptional cases.

Interregional peer reviews supported by the Policy Learning Platform allow managing authorities and public bodies in charge of local or regional development policies to receive hands-on feedback and advice from other European regions (peers) on the implementation of their policies and programmes.Peers from a selected number of regions are invited to your region – the host region – to examine the specific territorial and thematic context, and make recommendations based on their experience and
expertise.

 

What kind of support can you expect?
The thematic experts of the Policy Learning Platform will support the thematic exchanges between the
participating regions, in particular by:
 identifying suitable peers
 briefing the host coordinator and the selected peers
 supporting the preparation of content input (if desired)
 supporting the coordination and moderation of the exchanges during the onsite visit (if desired)
 supporting the preparation stakeholder interviews (if applicable and desired)
 supporting the finalisation of the peer review report.
Moreover, the Policy Learning Platform can cover travel and subsistence costs (including local transport,
accommodation and food) for up to six peers per peer review for their participation in the onsite meetings.

 

Under the current call, the  managing authorities and intermediate bodies responsible for the management of structural funds (both mainstream programmes at national/regional levels and ETC programmes) as well as public bodies responsible for local or regional development policies can benefit from the individual peer review support provided by the Policy Learning Platform.

From 23rd June, a preparation phase is opened to allow project partners to prepare their application before submitting it.

The First call for modular projects proposals will be opened from 1st September 2015 to 2nd November 2015. Project partners will be able to submit their application online on the Synergie website. The timeframe being very short, we advise you not to leave it to the last minute to upload your proposal documents.

After the assessment and approval phase, projects are expected to start in September 2016.

Topic: Demand response in blocks of buildings
Scope: At the level of a block of buildings, the focus should be on real time optimisation of energy demand, storage and supply (including self-production when applicable) using intelligent energy management systems with the objective of reducing the difference between peak power demand and minimum night time demand, thus reducing costs and greenhouse gas emissions. Cost-effective and interoperable solutions that do not compromise the comfort of occupants should be demonstrated for a block of buildings consisting of at least 3 different buildings in real life operating conditions. Solutions should be compatible with smart grids and open international standards and with the distribution network infrastructure.
The Commission considers that proposals requesting a contribution from the EU of between EUR 3 and 5 million would allow this specific challenge to be addressed appropriately. Nonetheless, this does not preclude submission and selection of proposals requesting other amounts.
