Scope:

The proposals will develop and test novel solutions and tools for demand response and energy services, using real consumption data and feedback from the testing of services with the objective to improve predictability of consumption and consumer behaviour (aiming to create a digital twin of the consumer). The main focus will be on households, but other types of consumers (residential, industrial, commercial and tertiary, including prosumers who are self-consuming part of the energy they produce) may be included. Proposals will demonstrate services that bring a fair share of benefits to consumers and to the energy system, in particular the electricity grid.

 

Activities supported in this call should deliver:

  • on the supply side, cheaper and more performant generation technologies (e.g. renewable energy technologies) which are better integrated in various levels of the energy system;
  • a smarter, more flexible and resilient energy system (including affordable and integrated energy storage solutions), taking into account current and future climate change adverse impacts;
  • on the demand side, increased overall energy efficiency (e.g. in the EU's building stock) and provision of means to enable consumers to play a more active role in the energy transition;
  • a better understanding of the specific socio-economic contexts in which the energy transition takes place which will allow to address obstacles in a more effective way;
  • increased market-uptake of innovations, including the implementation of energy policy, the preparation for rolling-out investments, and the support for capacity-building.

Specific Challenge:

The challenge consists of developing innovative solutions for the delivery of humanitarian aid based on frugal application of advanced technologies.

 

The indicative budget for this prize is €5 million from the 2020 budget. This is expected to be allocated in five awards of €1 million, each in a different area such as shelter, water and sanitation, energy, heating or cooling, food, hygiene and medical care.

 

Expected Impact:

More cost-effective, more sustainable and higher-quality innovative solutions, leading to an optimised use of humanitarian funding and an enhanced response to urgent needs in a humanitarian aid settings, notably for those in a most vulnerable situation, in areas such as shelter, water and sanitation, energy, heating or cooling, food, hygiene and medical care.

One person or one team is allowed to submit more than one entry. Submissions should be technical products and solutions in the categories Water & Waste Water, Energy, Food & Agriculture, Waste Management, Healthcare, Sheltering, Education and Information & Communication in order to fulfil basic needs of people in developing and emerging countries. Each product or solution to be submitted has to be either already implemented in a project or needs at least a prototype with a proof of concept.

LIFE is the EU’s financial instrument supporting environmental and nature conservation projects throughout the EU

The LIFE programme for the Environment and Climate Action is expanding from providing action grants to projects and operating grants to non-governmental organisations. LIFE funding will now also be channeled through the Private Finance for Energy Efficiency, the first of two new financial instruments under this programme.

The Private Finance for Energy Efficiency (PF4EE) aims to increase private financing for investments in energy efficiency enhancing projects. Its objective is therefore to support Member States in making progress in view of the EU's agreed targets on energy efficiency. 


The Commission has committed €80 million for 2014-17 anticipating an 8-fold leverage effect. The management of the PF4EE instrument is entrusted to the European Investment Bank (EIB).

The PF4EE will combine lending from the EIB to financial intermediaries with protection against losses associated with making loans for energy efficiency projects. The Financial Instrument will help intermediary banks in Member States to develop and offer specific loan programmes for energy efficiency projects. These loan programs will be aligned with the national energy efficiency action plans. The Financial Instrument will also provide support and technical assistance aiming at effectively deploying the PF4EE Instrument by increasing the technical capacity of the financial intermediaries.


The beneficiaries could include SMEs, private individuals, small municipalities or other public sector bodies. The size of the energy efficiency loans to be provided to the final beneficiaries could range from €40 000 up to €5 million and higher in exceptional cases.

Topic: Buildings design for new highly energy performing buildings

Scope: Projects should focus on development and demonstration of solutions which significantly reduce the cost of new buildings with at least 'nearly zero-energy' performance levels, whilst accelerating significantly the speed with which these buildings and their systems are taken up by the market. The focus should lie on solutions for appropriate indoor air quality and comfort, design adapted to local climate and site, passive solutions (reducing the need for technical building systems which consume energy) or active solutions (covering a high share of the energy demand with renewable energies), building energy management systems (where appropriate), highly efficient Heating, Ventilation and Air-Conditioning (HVAC, e.g. low temperature systems, solar cooling), electric and/or thermal energy storage of renewable energy onsite and nearby. Projects should also provide solutions for automated and cost-effective maintenance of the installed equipment, and assess differences between predicted and actual energy performance. Such differences should be documented and minimized.The applied solutions should address the challenge to move towards a 'nearly-zero energy' buildings standard at large scale with demonstration projects that go beyond 'nearly-zero energy' buildings levels to the point where buildings are active contributors to energy production and environmental quality in particular when new districts are planned (e.g. net-zero energy neighbourhoods). The energy balance should be calculated by means of a LCA approach, considering among other issues embodied energy.

Expected Impact: Significant increase of the share of 'nearly zero-energy' buildings with the aim of 100% market uptake by the end of 2020. Costs reductions of at least 15% compared to current situation, with additional benefits in terms of energy reduction. Demonstration for net-zero energy districts taking advantage of onsite or nearby-generation of renewable energy.

Scope: Proposals will develop and demonstrate technical solutions, processes and models, which increase a PV system's operational stability and reliability, allowing for higher PV penetration levels. Proposals are expected to address specific objectives such as the reliability of system components, advanced and automated functions for data analysis, diagnosis and
fault detection, forecasting and model-predictive control frameworks, ancillary services for the stability of the network; maintenance planning and/or reporting; interoperability of plants
and components; business models; etc.

 

The Commission considers that proposals requesting a contribution from the EU of between EUR 6 to 10 million would allow this challenge to be addressed appropriately. Nonetheless,
this does not preclude submission and selection of proposals requesting other amounts.
Expected Impact: Projects are expected to increase utility-friendly integration of PV generation at high-penetration levels and the performance and profitability of PV systems.

SCC-01-2015: Smart Cities and Communities solutions integrating energy, transport, ICT sectors through lighthouse (large scale demonstration - first of the kind) projects   


Scope: To identify, develop and deploy replicable, balanced and integrated solutions in the energy, transport, and ICT actions through partnerships between municipalities and industries.

Expected Impact:

The proposals are expected to have the impacts described below:

  • deploy wide-scale, innovative replicable and integrated solutions in the energy, transport, and ICT;
  • trigger large scale economic investments with the repayment of implementation costs in acceptable time lines (to facilitate the bankability of the projects);
  • increase the  energy efficiency of districts and of cities and foster the use of renewables and their integration energy system and enable active participation of consumers;
  • increase mobility efficiency with lower emissions of pollutants and CO2;
  • reduce the energy costs;
  • decarbonise the energy system while making it more secure and stable;
  • create stronger links between cities in Member States with various geographical and economical positions through active cooperation.

It is envisaged that the proposals will also bring societal benefits:

  • reduction of energy bills for all actors and especially for citizens and public authorities;
  • Increase quality of life by creating  local jobs (that cannot be delocalised) in cities;
  • Increase air quality.

SCC-03-2015: Development of system standards for smart cities and communities solutions


Scope: Today the standards are developed for specific components or areas such as smart meters, smart grids, ICT etc. With the development of integrated solutions of Smart Cities and Communities a system approach is needed. Furthermore through standardisation the solutions identified by smart cities and communities can envisage costs reductions. It is expected that this work is carried out by the industries cities and communities contributing to the Smart Cities and Communities European Innovation Partnership in cooperation with the European Standardisation Organisations (CEN, CENELEC, ETSI) as well as other Standard Developing Organisations (SDOs) responsible for technical specifications in the area of Smart Cities.  Social acceptance of developed solutions might be considered.

A total indicative budget of EUR 9 million and EUR 8 million respectively is available. Projects will be implemented under the contractual Public Private Partnerships on Energy-efficient Buildings (EeB) and on Sustainable Process Industry through Resource and Energy Efficiency (SPIRE).

Two topics available:

Scope: Research and demonstration on technologies, technical and operational approaches to recover waste heat from industrial processes, from material flows originating in industrial processes (e.g. waste streams, by-products, intermediates) or plant perimeters and to transform it into useful energy forms.

EUREKA launched a new call for cross-border technological projects in the field of energy. 

This call is organised by EUREKA offices in Austria, Germany, and Switzerland, with funding being available for the projects selected in each of those three countries. At least one partner from Austria, Germany or Switzerland must be included in a project consortium for it to be eligible for this call. Organisations from other EUREKA member countries are also encouraged to take part in it with funding availability to be discussed on individual basis with national project coordinators.

The projects to be proposed shall be in the thematic sector of energy
innovation technologies, e.g. energy efficiency, renewable energy carriers, smart grids, energy storage

The project shall be balanced among the partners (max. 75% per single country) and public funding can be obtained in the respective country.

Applications are to be submitted before Friday September 19, 2014.
