EU FUNDING OPPORTUNITIES AND PROJECT MANAGEMENT TIPS

1. Priorities

To tackle at least one of the following grounds for discrimination listed in Art. 19 of the Treaty on the Functioning of the European Union: racial or ethnic origin, religion or belief, disability, age or sexual orientation. Actions should aim to, in particular:

1. Promoting diversity management in the public and private sector, this includes the increasing number of Diversity charters by EU Member States, signatories, and concrete actions that promote diversity at the workplace with regard to the six grounds or intersectionality.

Indicative budget of € 500 000

2. Fighting against discrimination based on sexual orientation in society and promoting the rights of LGBTI people through the implementation of the List of Actions to Advance LGBTI Equality. In particular, concrete and practical actions raising awareness for LGBTI equality or to train professionals in relevant areas important for advancing equality of LGBTI people. Priority will be given to ensure there is funding for at least one project focusing on transgender equality and one project focusing on intersex equality.

Indicative budget € 1 100 000

3. Fighting against discrimination based on religion or belief, race and/or ethnic origin (excluding hate speech), and/or multiple discrimination, to contribute to the enforcement and effective implementation of Union law and policy, such as victims' interest representation, independent monitoring, awareness-raising, early warning and reporting. Applicants are encouraged to involve equality bodies in their projects and address the issues reflected in the Commission Recommendation on Standards for Equality bodies.

4. Strengthening the fight against antigypsyism and various forms of discrimination against Roma including spatial and schooling segregation, discrimination in (access to) employment, health and housing, forced evictions, as well as multiple discrimination. This includes promoting societal support to Roma integration and desegregation, promoting Roma political, social and cultural participation, empowering Roma youth, women and children and promoting their participation in developing, implementing and monitoring policies affecting them; supporting capacity building of Roma and pro-Roma civil society active at the local level.

5. Improving equality data collection in the public and/or private sector by implementing new tools to foster the collection and use of equality data, by mapping existing data in Member States and improving interactions with other types of available data and research, developing a diagnosis tool that could be easily used by the private sector including SMEs to assess their diversity.

2.1 Capacity-building for trainee and in-service medical practitioners (including but not limited to general practitioners, dentists, paediatricians, nurses, accident and emergency practitioners), social service practitioners, police and the education sector (including early childhood education and care, schoolteachers, other school/early childhood education and care staff), with the aim of systemising robust prevention, detection, identification and responses to adverse childhood experiences (ACEs), with a clear focus on promoting positive and caring relationships to foster resilience

2.2 Capacity-building for specialist forensic interviewers for child victims of violence (in line with how the role is assigned at country level: e.g. national child protection systems, the police, the prosecutor, Barnahus, etc), with the aim of systemising forensic interviewing specialists, preventing further trauma to child victims, ensuring a pathway to therapy and improving prosecution rates. Any capacity-building must be conducted by expert practitioners in the field.

2.3 Capacity-building for trainee and in-service specialist practitioners providing evidence-based and trauma-informed therapeutic services and treatment to child victims of violence, with the aim of systemising the adequate national coverage of therapeutic services for child victims, taking account of individual children as well as groups of children and children as a group (e.g. in cases of mass victimisation and/or terrorism). Any capacity-building must be conducted by expert practitioners in the field.

The objective is to contribute to the effective and coherent application of EU law in the areas of civil law, criminal law and fundamental rights, judicial ethics and the rule of law, by helping to address the training needs of justice professionals in these fields. It also targets the specific training needs of court staff and bailiffs, as well as prison and probation staff.

Priorities

The priority is to support the implementation of a platform for Mutual Legal Assistance requests regarding e-evidence, in line with the Conclusions of the Council of the European Union on improving criminal justice in cyberspace, adopted on 9 June 2016 and the maintenance and evolution of the system for online exchange between judicial authorities – e-CODEX.

The aims of this call are:

1. to contribute to the effective and coherent application of EU criminal law in the area of the rights of persons suspected or accused of crime (procedural rights priority);

2. to contribute to the effective and coherent application of EU criminal law in the area of the rights of victims of crime (victims' rights priority).

Eligible activities

• analytical activities, such as data collection, surveys, research activities, etc.;

• mutual learning, identifying and exchange of best practices, development of working methods which may be transferable to other participating countries;

• exchange and provision of information and development of information tools;

• capacity building for professionals;

• facilitating cooperation between competent authorities and agencies, legal practitioners and/or service providers (including multi-disciplinary networks at international, national, regional or local levels);

• communication activities including dissemination of information about the rights of victims or procedural rights and activities aimed at raising awareness of the existing rules at EU and national levels.

Priorities

1.1 Judicial Cooperation in civil matters

The aim is to promote judicial cooperation in civil matters and to contribute to the effective and coherent application and enforcement of EU instruments.

1.2 Judicial cooperation in criminal matters

The aim is to promote judicial cooperation in criminal matters and to contribute to the effective and coherent application of EU mutual recognition instruments in criminal matters.

 Priorities

​National Roma platforms are expected to encourage and facilitate dialogue, mutual learning, cooperation, and policy reviews between all national stakeholders. Inclusion of Roma people, particularly women and youth is encouraged. Their aim is to:

• empower National Roma Contact Points in the process of Roma integration;
• improve participation of all relevant stakeholders (i.e. public authorities, Roma and non-Roma communities, non-governmental organisations, entrepreneurs, trade unions, academia, etc.) in decisions that affect Roma, taking into account their roles;
• strengthen multi-stakeholder accountability, commitment to, as well as ownership and transparency of the process of Roma integration;
• boost the commitment to and effective implementation of integration measures at the local level, improving the equal access of Roma to mainstream services and opportunities, strengthening community building between Roma and non-Roma;
• address gaps and challenges in the implementation of the National Roma Integration Strategy specific to the national context, and to report at national and EU level.

 Priorities

As an integral part of the child-friendly justice system, in full cooperation with practitioners and designated authorities in the national justice system(s) concerned:

1. To systemise and further roll out evidence-based supports to children involved in criminal, civil or administrative judicial proceedings.

2. Capacity-building for judicial and other practitioners/professionals involved in systemising robust, multidisciplinary individual assessments under Article 22 of Directive 2012/29/EU establishing minimum standards on the rights, support and protection of victims of crime and Article 7 of Directive (EU) 2016/800 on procedural safeguards for children who are suspects or accused persons in criminal proceedings, taking account of the Member States which transposed/are due to transpose these Directives.

The applicants  must address at least one of the following priorities:

- to support activities in the area of epidemiology of use of new psychoactive substances, including potent synthetic opioids, as well as activities related to emerging drug problems including the online trade of drugs;

- to support the civil society organisations by reinforcing their

(i) advocacy function,

(ii) capacity to make a difference at the local level,

(iii) best practice sharing methods;

- to support key stakeholders by expanding their knowledge and skills in the context of implementing minimum quality standards in drug demand reduction, particularly in the area of social integration;

- to promote practical application of drug-related research, and, in particular, addiction research with a view of addressing current challenges and new threats.

Priorities:

- Projects aimed at development, studies and analyses of the sociological landscape and trends on hate speech online;

- Projects on developing online alternative and counter-narratives and promoting the development of critical thinking by Internet users;

- Projects aimed at countering illegal hate speech online on social platforms/Internet companies (As defined under national laws transposing the Council Framework Decision 2008/913/JHA, on combating certain forms and expressions of racism and xenophobia by means of criminal law) and enhancing transparency on how manifestations of hate speech are addressed in the online world.

Priorities

The main objective is to contribute to the effective and coherent application of the acquis relating to judicial cooperation in civil and criminal matters.

The priority shall be given to the following:

• support setting up and strengthening of national networks under the European Judicial Network in civil and commercial matters in order to ensure better implementation and case-handling under the civil justice legislation.

The aim of strengthened national networks would be to promote better implementation of EU civil justice instruments through cooperation, dialogue, sharing of experience, exchange of information and training (where appropriate also in liaison with other national systems).
