The general objective of this call for proposals is to enhance women entrepreneurship in Europe by:

  • Entrusting stakeholders themselves with the management, update and promotion of the WEgate e-platform.

The specific objectives of this call for proposals are:

  • To develop  a "European women entrepreneurship community of practice" (the Community), which will complement and build on past, current and already planned initiatives in this area

The Financial Guidelines have been prepared to help coordinators and beneficiaries (hereafter referred to as “the beneficiaries”) to understand the financial provisions of the grant agreements awarded and signed following the Call for Proposals related to the COSME Programme (2014-2020). Beneficiaries should read the guidelines carefully together with their signed grant agreement and its general terms and conditions.

The purpose of this document is to help beneficiaries understand and interpret the financial and legal provisions of the grant agreement (GA) they have signed. To this end, the text in the Financial Guidelines seeks to explain the definition of the technical vocabulary used whilst providing the reader with practical advices.
This guide concentrates mainly on the different aspects of costs incurred during the action of the GA, types of costs, i.e. eligible versus ineligible costs, and the different eligible cost categories, whilst providing explanation for each of the aspects mentioned above. The objective is to provide the beneficiaries with a reference to the different situations that may arise when dealing with costs allocation.

Tips:

 

Funding is based on cost-sharing grant agreements. This means that for each project, the EASME contributes up to a certain percentage of the total eligible costs incurred by the beneficiaries for the implementation of the action.

The direct costs are identifiable as specific costs directly linked to performance of the action and belong exclusively to the cost categories defined below in the heading "Eligible Direct Costs".
The indirect costs incurred in carrying out an action are eligible, if they are declared on the basis of the flat rate of 7% of the eligible direct costs of the GA, from which financial support to Third Parties is excluded. The indirect costs do not need to be supported by accounting documents.

With this respect, attractive online tools shall be developed in order to present national regulations in a clear and accessible way.
  • Facilitate access of businesses to light RPAS regulations and related obligations across Europe. Specifically, the action will provide, for those countries where commercial operations of light RPAS are possible, the necessary information to operate RPAS legally.

This call for Proposals aims to create a Cultural Route showcasing one high-end product, either perfume, chocolate or jewellery. Its objective is to promote cooperation between tourism and the luxury goods industries.

The call for proposal aims at funding the development and promotion of a new European Route which visits at least 5 Member States (and/or other countries participating in COSME). The Route must showcase key steps of the value chain of either

  • perfume,
  • chocolate or
  • jewellery.

The objectives of the calls are to:

  • facilitate exchanges of good practice, the development of networks and of discussion platforms between public decision-makers and the private sector, in the fields of cultural and industrial tourism;
  • facilitate and stimulate public-private partnerships and the integration of enterprises of the cultural tourism sector into regional development strategies;
  • improve the quality of the European tourism offer by a strengthened cross-border cooperation; and/or

The objective of this Open Call for Expression of Interest, launched by the European Investment Fund, is to select eligible financial institutions to become Financial Intermediaries under the COSME – Loan Guarantee Facility (“LGF” or “the Facility”).


How does COSME LGF work?

Through COSME LGF, EIF offers guarantees and counter-guarantees, including securitisation of SME debt finance portfolios, to selected financial intermediaries (e.g. guarantee institutions, banks, leasing companies, etc.) to help them to provide more loans and leases to SMEs.

By sharing the risk, COSME guarantees allow the financial intermediaries to expand the range of SMEs they can finance, facilitating access to debt finance for many SMEs who might be having difficulties in accessing the traditional banking system.

LGF is a successor to the SME Guarantee Facility (SMEG), successfully implemented by EIF under the Competitiveness and Innovation Framework Programme (CIP) in the period 2007-2013.

The main objective of the action is to intensify cluster and business network collaboration across borders and sectoral boundaries and to support the establishment of European Strategic Cluster Partnership to lead international cluster cooperation in fields of strategic interest – notably in support of the development of emerging industries.


Applicant consortia are free to propose activities they consider relevant. However, it is essential that all activities are clearly related to the objective set out for each strand and duly justify:

  • strand 1: supporting preparatory actions for the establishment and shaping of new European Strategic Cluster Partnerships (ESCPs); for which expected results and deliverables are a partnership agreement, an internationalisation strategy plan and an implementation roadmap;

The specific challenge addressed by this topic is to enable SMEs - in traditional sectors, such as manufacturing industries, in sectors of particularly rooted in Europe’s history such as cultural heritage as well as in new sectors including different services and creative industries, and the social economy – to innovate and grow across traditional boundaries, through new business models and organisational change. The international dimension is included. For instance, this can involve drawing on successful business models in different sectors in the global market, and developing them for use by European SMEs in the same or different sectors. It can also involve reverse innovation in business models, where models initially created in Europe and becoming successful elsewhere, are supported to return to Europe. For business model innovation in the broad area of food, it is foreseen to organize several events in the autumn of 2015 within an appropriate European level forum. The objectives of the call are to:

  1. Support the extension of the tourism season, hence contributing to improve SME's competitiveness and jobs growth;
  2.  Foster transnational cooperation among the widest possible number of actors along the tourism value chain;
  3. Facilitate European public-private partnerships;
  4. Foster seniors and young people wider sense of European citizenship through increased intra-EU mobility.

Erasmus for Young Entrepreneurs is a mobility scheme that allows potential or newly established entrepreneurs to spend a period of time collaborating with an experienced entrepreneur in another participating country. These mobility actions aim to help the entrepreneurs enrich their experiences as well as learn and network with entrepreneurs in other participating countries.

The aim of this call is to expand and strengthen the existing network of Intermediary Organisations which act as local contact points for newly established entrepreneurs as well as experienced entrepreneurs in the participating countries.


Proposals need to be submitted by public or private entities, in partnerships composed of at least 5 entities from at least 4 different Participating Countries. Participation of a partner in more than one proposal is excluded.
