One single priority for proposals of multi programmes is announced with the present call document: multi programmes in the internal market or in third countries. Within this priority, a multi programme can target either the internal market or third countries. When implementing programmes in third countries, the objective is to enhance the competitiveness and consumption of Union agrifood products, raise their profile and increase their market share in these targeted countries. When implementing programmes on the internal market, the objectives are to increase the awareness and recognition of the specific Union quality schemes and to highlight the specific features of agricultural production methods in the Union, particularly in terms of food safety, traceability, authenticity, labelling, nutritional and health aspects, animal welfare, respect for the environment and sustainability, and the characteristics of agricultural and food products, particularly in terms of their quality, taste, diversity or traditions. The expected results are to increase the levels of recognition of the logo associated with those Union quality schemes by the European consumers and to increase the competitiveness and consumption of Union agricultural and food products and their market shares in the internal market.

One person or one team is allowed to submit more than one entry. Submissions should be technical products and solutions in the categories Water & Waste Water, Energy, Food & Agriculture, Waste Management, Healthcare, Sheltering, Education and Information & Communication in order to fulfil basic needs of people in developing and emerging countries. Each product or solution to be submitted has to be either already implemented in a project or needs at least a prototype with a proof of concept.

However, because some of these amounts have already been recovered from the Member States the financial impact of today's decision will be some €315 million. This money returns to the EU budget because of non-compliance with EU rules or inadequate control procedures on agricultural expenditure. Member States are responsible for paying out and checking expenditure under the Common Agricultural Policy (CAP), and the Commission is required to ensure that Member States have made correct use of the funds.

Italy is establishing an innovative 'Agricultural Multi‑Regional Guarantee Platform' as a ground‑breaking new financial instrument investing initially EUR 68 million from the European Agricultural Fund for Rural Development and national co‑financing resources.

The instrument will support new loans in the agricultural and agri-food businesses by providing a 50% guarantee to financial intermediaries on loans to SMEs and mid-caps in the sector. It applies to the Regions' rural development programme measure 4.1 (support for investment in agricultural holding) and measure 4.2 (support for investment in processing, marketing and/or development of agricultural products). The instrument is expected to increase the leverage effect of EU funds for agriculture and agro-businesses with a possible target loan portfolio of up to EUR 1 billion if all Italian regions would join the platform.

Scope:
Based on an established agro-food system, proposals shall consider a variety of additional bio-based processes and end products that could be integrated into the system, and that are viable on a small scale (farm to rural community level). The TRL of the technologies considered can vary at the start. The project shall test and demonstrate the combination of these in a circular configuration. The integrated system shall achieve a TRL 6-7.
Proposals can target any combination of non-food bio-based outputs, but projects focusing mainly on bio-fuels or bio-energy are not eligible. The choice of feed-stock sources shall avoid negative effects on food security. Proposals shall focus on a single agro-food system that should be common in Europe and offer high replication potential, and can be combined with sustainable management of natural areas and/or use of marginal lands. A complete assessment (economic, environmental and social) of the integrated system shall be carried out. The project shall include a business plan, and a set of policy options and recommendations.
