Scope:

The objective is to reinforce the competitiveness of manufacturing SMEs by providing easy and pan-European access to advanced manufacturing advice and expertise as well as training programmes. The services to be provided to the SME should be driven by its business needs and the implementation must be flexible and fast to better cope with the speed of innovation in advanced manufacturing and the SME requirements.

The action will consist of the two elements (which can be combined) listed below which will continue and expand the activities of the Advanced Manufacturing Support Centre :

  • The roll-out of a pan-European advanced manufacturing assistance programme helping SMEs with the ambition to turn into a factory of the future: Reaching out to companies and assisting a critical mass of manufacturing SMEs with a view to transform their business towards a factory of the future with modern and sustainable production.

Expected Impact:

  • Provide a clear and measurable contribution of the advanced manufacturing assistance and training programme to the innovation performance and environmental and social sustainability of the supported SMEs, as revealed by indicators such as: numbers of new or significantly improved production processes, products or services or new organisational methods; its impact on resource efficiency; its impact on productivity, production lead times, investments and/or turnover; number of SMEs that prepared a concrete plan to upgrade their manufacturing processes during the action; its impact on technical and non­technical competences acquired and workers involvement; a wider impact on job creation is also expected to be measured in the longer term.

  • Frameworks for training programmes related to advanced manufacturing, ready for implementation within the duration of the action. These should propose a pathway on how to facilitate a further scaling-up under the European Social Fund.

The training services should include practical, "on-site" training delivered at facilities where technologies can be tested and demonstrated such as pilot lines (e.g. "learning by doing",
"learning factories", fab labs). Proposals should include solutions to overcome the challenge of both geographical distance and the gender segregation.

The Seal of Excellence Certificate rewards unfunded H2020 proposals which were above this quality threshold with a high-quality label and the Seal of Excellence holder can then approach alternative regional, national, private or public funding sources. In addition, it helps interested funding bodies willing to invest in promising proposals (including national & regional authorities through European Structural & Investment Funds) to identify these projects more easily.

On 22 September 2017 the INCluSilver project published a call for provision of financial support to third parties whereby 2.8 M € will be distributed. Through this call, INCluSilver will provide up to 60.000 € per SME through innovation vouchers (scalability and internationalisation voucher, demonstration voucher, technology transfer voucher, economic feasibility analysis voucher), IPR vouchers and travel vouchers, to support innovative ideas.

The innovative ideas should address one of the 7 challenges, identified by the project, related to personal nutrition for the silver population.

The main objective of the action is to intensify cluster and business network collaboration across borders and sectoral boundaries and to support the establishment of European Strategic Cluster Partnership to lead international cluster cooperation in fields of strategic interest – notably in support of the development of emerging industries.


Applicant consortia are free to propose activities they consider relevant. However, it is essential that all activities are clearly related to the objective set out for each strand and duly justify:

Specific Challenge:

Current societal and economic challenges as well as rising expectations to reduce the burden on users, put pressure on all public administrations to provide efficient, open and citizen-centric public services.

Due to the increased use of mobile technology as well as the increasing availability of public information, data and online services, public services can be transformed. Coupling open public data and services with information and services offered by the private sector can lead to innovative, user-friendly and personalised services that can be accessed easily.

Because of their size, knowledge and agility, SMEs are key actors for the provision of those innovative services. The "apps" market for mobile devices is a very dynamic market, which mostly lacks application specifically for the public sector. Engaging SMEs into the potentially huge public sector innovation market is a challenge for local and regional public authorities.

The scope of this action is to provide support to innovative SMEs, including start-ups, for the design and creation of innovative applications, in order to foster the delivery of mobile public services.

The aim is to help the interaction of citizens and businesses with public administrations. This may be done through the combination of public and private sector services, through mobile technologies. Although they may be first piloted in a local context – with the involvement of public administrations and end users - the solutions need to ensure replicability, also taking into account multi-lingualism and, where necessary, the cross-border dimension. Scalability and sustainability issues are to be considered.

Scope: The SME instrument consists of three separate phases and a coaching and mentoring service for beneficiaries. Participants can apply to phase 1 with a view to applying to phase 2 at a later date, or directly to phase 2.

Scope: The SME instrument consists of three separate phases and a coaching and mentoring service for beneficiaries. Participants can apply to phase 1 with a view to applying to phase 2 at a later date, or directly to phase 2.

In phase 1, a feasibility study shall be developed verifying the technological/practical as well as economic viability of an innovation idea/concept with considerable novelty to the industry sector in which it is presented (new products, processes, design, services and technologies or new market applications of existing technologies). The activities could, for example, comprise risk assessment, market study, user involvement, Intellectual Property (IP) management, innovation strategy development, partner search, feasibility of concept and the like to establish a solid high-potential innovation proposal aligned to the enterprise strategy and with a European dimension. Bottlenecks in the ability to increase profitability of the enterprise through innovation shall be detected and analysed during phase 1 and addressed during phase 2 to increase the return in investment in innovation activities.The proposal should contain an initial business plan based on the proposed idea/concept.

The proposal should give the specifications of the elaborated business plan, which is to be the outcome of the proposal and the criteria for success. Funding will be provided in the form of a lump sum of EUR 50.000. Proposals should last around 6 months.

In phase 2, innovation proposals will be supported that address the challenges identified in the specific programme for space and that demonstrate high potential in terms of company competitiveness and growth underpinned by a strategic business plan. Activities should focus on innovation activities such as demonstration, testing, prototyping, piloting, scaling-up, miniaturisation, design, market replication and the like aiming to bring an innovation idea (product, process, service, etc) to industrial readiness and maturity for market introduction close to deployment and market introduction, but may also include some research.


Funding rate: 70%

Scope:

This aims to enhance cooperation among innovation agencies of the European innovation ecosystem by establishing a mutual learning process at national and regional level, as well as by developing joint tools and resources to assist start-ups and SMEs to innovate.

The pilot action will create an enhancing, supporting and cooperative environment across EU that will allow national and regional agencies to:

  • cooperate, learn from each other and exchange knowledge by using join tools in order to provide high-level services and support high-quality start-ups and SMEs for their innovation projects;
  • create and operate national and/or regional support schemes regarding feasibility studies and external expertise, thus ensuring that the most promising high-potential innovation proposals of start-ups / SMEs are supported at their critical stage of development.

In particular, the cooperation that will notably involve the participation of national or regional innovation agencies or similar organisations should focus on:

  • Exchange of information and best practices, with focus on:
  • Best ways to better identify the specific needs of the start-ups and SMEs in order to allow the customization of the provided services
  • The design of programmes at national/regional levels with the view of filling possible gaps in relation to the services provided by the European Innovation Council (EIC), as well as the design of the project proposals and the weight of the criteria
  • Internationalisation of evaluation panels. The cooperation shall also enable accesses to respective pools of evaluators in order to set international evaluation panels and facilitate the establishment of minimum set of common evaluation criteria.
  • Coaching services and selection of coaches, including access to existing databases of coaches/experts (EU, national, regional) and possible creation of pools of experts. Optionally, design and development of other common tools and resources.
  • Identifying ways to continue the exchanges, provided services, tools and resources after the end of the action.
  • The established national and/or regional support schemes could include the following:
  • Common tools and resources to support, with the respective budgets of the national innovation agencies, highly innovative start-ups and SMEs with a clear commercial ambition and a potential for high growth and internationalisation for their close-to-market activities. The national resources deployed by national innovation agencies, if relevant, will need to comply with State Aid competition rules
  • Feasibility study as an outcome of the project (not necessarily the only one)
  • International pool of evaluators of the projects
  • Short market-oriented project proposal template/form
  • Introduction of other supportive services, including coaching services to the beneficiaries
  • Follow up of the beneficiaries and advice services concerning other possible instruments on national/regional/EU levels, as well as other ways of private funding for the continuation of a project, in case the feasibility studies demonstrate that it is worth proceeding to the next phase of development.

The overall objective of this call is to support a network of EU regional and local authorities with similar priorities and experts in the field and via inter-regional collaboration contribute to gradual setting up of a permanent community of practice in the field of social economy as the key component of a sustainable European economic system. 

The Social Economy Missions call for proposal will support social economy consortia to pursue inter-regional collaboration through a set of social economy missions: the call foresees to create opportunities and incentives to engage in strategic inter-regional collaboration and develop collaborative projects between regional/local authorities and social economy stakeholders.

 

The activities foreseen in this call for proposals shall address one of the following 4 social economy priorities/topics:

  1. Socially responsible public procurement

This call for proposals will support one pilot for the co-financing of one Innovation Procurement Broker to develop and implement a sustainable method for the successful facilitation of public procurement of innovation. A specific focus will be put on the broad area of topics related to environmental sustainability and energy efficiency within the European Single Market.

The general objective of this call for proposals is to establish an Innovation Procurement Broker that will bring together and facilitate commercial links between public buyers, suppliers of innovation (with a special focus on SMEs and start-ups), investors, and researchers.

 

 

In order to achieve the objectives of this call for proposals, the applicant shall act as Innovation Procurement Broker. In the proposal, applicants must describe the following activities to be carried out:

  • Define the role and fine tune the tasks of the Innovation Procurement Broker
  • Promote and manage two networks of stakeholders in the European innovation eco-system
  • Advise public buyers on the definition of their actual procurement needs
  • Define innovative products or services that tackle actual needs of the public buyers
  • Propose recommendations, provide advice and strengthen knowledge sharing

Open call for SME Instrument Phase 1 Seal holders
The Region of Lombardy renewed its scheme for SME Instrument Phase 1 Seal of Excellence holders who were awarded between the September 2016 and September 2017 cut-off. SMEs can apply under the regional R&I Call Innodriver (Misura B), submitting the same Horizon 2020 SME Instrument proposal, the Seal certificate and the Evaluation Summary Report provided by the European Commission. The proposal will not be re-evaluated but will have to comply to the criteria set in the call. The grant of 30.000€ is intended to support the further development of the business plan and related feasibility activities.

Erasmus for Young Entrepreneurs is a cross-border mobility programme which gives new or aspiring entrepreneurs the chance to learn from experienced entrepreneurs running small businesses in other Participating Countries.
The general objective of the Erasmus for Young Entrepreneurs programme is to enhance entrepreneurship, develop the international outlook and competitiveness of European SMEs and foster potential start-up entrepreneurs and newly-established micro and small enterprises in the Participating Countries.
The purpose of the call is to select bodies which will act as Intermediary Organisations (IOs) to implement the Erasmus for Young Entrepreneurs programme at local level. They will, in particular, recruit the entrepreneurs and assist them to benefit from the programme. This call will therefore support actions of organisations enhancing and facilitating the mobility of new entrepreneurs, and is not intended for entrepreneurs willing to participate in the programme.

Aims of the call is to achieve :


  • a gradual development of co-operation projects with the national Trade Promotion Organisations, as well a strengthening of the European Trade Promotion Organisations network; 
  •  a closer collaboration with  EU Member States and their Trade Promotion Organisations in the framework of the Missions for Growth and other internationalisation activities of the European Commission.


This action includes three strands:

  1. To enhance cooperation among the trade promotion organisations and with the European Commission (setting up a European agenda);
  2. To assist to the organisation of future Missions for Growth and their follow up via the network of national trade promotion organisations; 
  3. To develop of a web-based instrument that can be of use to both national trade promotion organisations and the European Commission in order to map the international trade promotion activities inside and outside the EU.

Topic: Capitalising the full potential of online collaboration for SME innovation


Specific challenge: Identifying suitable partners for innovation activities is recognised as a major barrier to SME innovation. Innovation support services are addressing this challenge traditionally by two interventions that are often combined: (a) the provision of networking space for personal meetings either as one-off meeting (‘brokerage events’) or as more stable networks (‘clusters’) often with a limited geographic reach; and (b) the definition of ‘cooperation profiles’ (‘technology offers’, ‘partner search profile’ etc.) that are distributed through networks of intermediaries. To a different degree intermediaries become active in establishing the partnership (‘brokerage’). Social media and other web-based services challenge these existing approaches and ask for their revision.


Scope: To address the described gaps proposals should address one or more of the following aspects:

  • develop and test new service designs for ‘assistance to online collaboration for innovation’ for SMEs in diverse sectors;
  • make such new services accessible for enterprises in sectors that are typically not yet benefitting from innovation support;

·         develop and test a qualification profile, curriculum and training courses for staff currently providing brokerage services in established networks or SME agencies.

Service designs and qualification profiles shall be formulated independently from a particular collaboration or social media platform. Tests of services shall be undertaken on platforms that are open and bring together already a critical mass of enterprises and innovation stakeholders. Establishing such platforms will not be supported.

The nature of the topic – online collaboration – suggests that the training modules are established as web-based self- or collaborative learning modules that are supported by case studies in the form of videos. The qualification profiles and training modules shall be published under a creative commons license.

Projects proposing new service designs for ‘assistance to online collaboration for innovation’ should indicate on which platform(s) the new service would be tested and in how far the newly developed service could be scaled-up.

Topic: Professionalization of open innovation management in SMEs

SCOPE:

  • Collection and analysis of information and data on the application of open innovation in SMEs, taking into account different situations in Member States and in specific market segments. Identification of case-study examples and analysis of how these practices are organised and managed both in high-tech and low-tech industries. Publication and further dissemination of an annual report on the use of open innovation by SMEs in selected economic sectors.
  • - EU-wide diffusion of success stories of SMEs using open innovation. Open innovation support schemes are currently implemented locally. Their scale and outreach is too small to invest significantly in developing content and guidelines and hence they attract limited attention from the entrepreneurs. This action will promote Europe-wide case-study examples that illustrate how entrepreneurs successfully transformed their business through a network of partners. It will also illustrate how managing such a network will allow SMEs to gain competitive advantage, overcome their size and resource limitations and how open innovation can become key both for creation and appropriating value.
  • - Development of practical management tools to support and explain the identified case studies. The management modules should focus on (1) Strategy dimension, (2) Entrepreneurship skills, (3) Resource needs, (4) Tools to build trust and control and manage risk in a collaborative partnership. This will provide managers of small companies with hands-on guidelines on how to innovate and set-up innovation networks. The aim should be to raise awareness of open innovation in SMEs by identifying best practice examples that will help the professionalisation of open innovation management Europe-wide. The action should provide recommendations on how open-innovation information provision and training should evolve over time, beyond the scope of the present activity.
  • Development and testing of open innovation indicators to support management support tools within an SME. The developed quantitative tools should help management to make decision about the timing when to establish or end partnerships. Companies should be supported not only in partnering, but also in determining when, for how long and in which sequence partners should be drawn into the projects.

The duration of this action will be three years.

Topic: Open Disruptive Innovation Scheme (implemented through the SME instrument)
ICT-37-2015-1

Specific Challenge: The challenge is to provide support to a large set of early stage high risk innovative SMEs in the ICT sector. Focus will be on SME proposing innovative ICT concept, product and service applying new sets of rules, values and models which ultimately disrupt existing markets.

The objective of the ODI is threefold:

  • Nurture promising innovative and disruptive ideas;
  • Support their prototyping, validation and demonstration in real world conditions;
  • Help for wider deployment or market uptake.

Proposed projects should have a potential for disruptive innovation and fast market up-take in ICT.

In particular it will be interesting for entrepreneurs and young innovative companies that are looking for swift support to their innovative ideas.

The ODI objective will support the validation, fast prototyping and demonstration of disruptive innovation bearing a strong EU dimension.

Scope: ODI will be implemented through the SME instrument which consists of three separate phases and a coaching and mentoring service for beneficiaries. Participants can apply to Phase 1 with a view to applying to Phase 2 at a later date, or directly to Phase 2.

In phase 1, a feasibility study shall be developed verifying the technological/practical as well as economic viability of an innovation idea/concept with considerable novelty to the industry sector in which it is presented (new products, processes, design, services and technologies or new market applications of existing technologies). The activities could, for example, comprise risk assessment, market study, user involvement, Intellectual Property (IP) management, innovation strategy development, partner search, feasibility of concept and the like to establish a solid high-potential innovation project aligned to the enterprise strategy and with a European dimension. Bottlenecks in the ability to increase profitability of the enterprise through innovation must be detected and analysed during phase 1 and addressed during phase 2 to increase the return in investment in innovation activities. The proposal should contain an initial business plan based on the proposed idea/concept.

The proposal should give the specifications of the elaborated business plan, which is to be the outcome of the project and the criteria for success.

Funding will be provided in the form of a lump sum of EUR 50.000. Projects should last around 6 months.

In phase 2, innovation projects will be supported that address the specific challenge ODI and that demonstrate high potential in terms of company competitiveness and growth underpinned by a strategic business plan. Activities should focus on innovation activities such as demonstration, testing, prototyping, piloting, scaling-up, miniaturisation, design, market replication and the like aiming to bring an innovation idea (product, process, service etc) to industrial readiness and maturity for market introduction, but may also include some research. For technological innovation a Technology Readiness Levels of 6 or above (or similar for non-technological innovations) are envisaged; please see part G of the General Annexes.

Proposals shall be based on an elaborated business plan either developed through phase 1 or another means. Particular attention must be paid to IP protection and ownership; applicants will have to present convincing measures to ensure the possibility of commercial exploitation ('freedom to operate').

Proposals shall contain a specification for the outcome of the project, including a first commercialisation plan, and criteria for success.

The Commission considers that proposals requesting a contribution from the EU of between EUR 0.5 and 2.5 million would allow phase 2 to be addressed appropriately. Nonetheless, this does not preclude submission and selection of proposals requesting other amounts. Projects should last between 12 and 24 months.

Eurostars is a programme that supports research-performing small and medium enterprises, which develop innovative products, processes and services, to gain competitive advantage. Eurostars does this by providing funding for transnational innovation projects; the products of which are then rapidly commercialized. The Eurostars programme is publicly financed with a total budget of 1.14 billion euro and is currently supported by 33 EUREKA countries and the European Union. Funding for Eurostars participants is provided on a country-by-country basis.
