The specific objective of this call for proposals is to increase the attractiveness of rural areas through targeted upgrading of social and cultural facilities.

 

The activities should cover:

 

 (1)  support the implementation of activities under the specific objective,  providing support in improving the living conditions in rural areas, including but not limited to upgrading social and cultural facilities, natural sites, by stimulating actors in the local communities to engage in the social economy;

 (2) support final grant beneficiaries such as local service providers, social entrepreneurs, local action groups, farmers and farmer associations and networks, local authorities to implement priority pilot actions in rural areas to stimulate economic regeneration and boost attractiveness of rural areas.

 Priorities

National Roma platforms are expected to encourage and facilitate dialogue, mutual learning, cooperation, and policy reviews between all national stakeholders. Inclusion of Roma people, particularly women and youth is encouraged. Their aim is to:

  • empower National Roma Contact Points in the process of Roma integration;
  • improve participation of all relevant stakeholders (i.e. public authorities, Roma and non-Roma communities, non-governmental organisations, entrepreneurs, trade unions, academia, etc.) in decisions that affect Roma, taking into account their roles;
  • strengthen multi-stakeholder accountability, commitment to, as well as ownership and transparency of the process of Roma integration;
  • boost the commitment to and effective implementation of integration measures at the local level, improving the equal access of Roma to mainstream services and opportunities, strengthening community building between Roma and non-Roma;
  • address gaps and challenges in the implementation of the National Roma Integration Strategy specific to the national context, and to report at national and EU level.

As an integral part of the child-friendly justice system, in full cooperation with practitioners and designated authorities in the national justice system(s) concerned:

 

1. To systemise and further roll out evidence-based supports to children involved in criminal, civil or administrative judicial proceedings.

 

2. Capacity-building for judicial and other practitioners/professionals involved in systemising robust, multidisciplinary individual assessments under Article 22 of Directive 2012/29/EU establishing minimum standards on the rights, support and protection of victims of crime and Article 7 of Directive (EU) 2016/800 on procedural safeguards for children who are suspects or accused persons in criminal proceedings, taking account of the Member States which transposed/are due to transpose these Directives.

A call for proposals has been launched under the project WE GOV! with a budget of € 200,000 and in order to fund innovative micro projects in the field of governance and capacity building of Civil Society Organizations (CSOs) in the MENA region.

WE GOV! is a three year project co-funded by the European Commission and implemented by GVC and its partners : ACCUN (Tunisia), Ya Basta (Italy), ACHRS (Jordan), MA'AN and HAI (Palestine) across four countries: Jordan, Libya, Palestine and Tunisia.

Thorough a sub-granting mechanism, this call aims at funding CSOs projects between 8 - 12 months, either at national or at regional level and will contribute to the following objectives:

  • To support CSOs practicing social accountability and good governance principles.
  • To establish participation in decision making process and dialogues between CSOs and government institutions.
  • To expand civil society space and increase democracy in action through networking, participatory activities linking CSOs and governmental institutions in the four countries targeted by the CfP.
  • To reinforce CSOs capacity to contribute to the building of an enabling environment by ensuring their independence, internal governance, transparency and accountability.
  • To highlight the regional dimension of the EU policy in the Southern Neighbourhood Region and specifically in the 4 partner countries targeted by WE GOV! project.

The specific objective of promoting transnational circulation, one of the priorities of the MEDIA Subprogramme is the following:

• supporting theatrical distribution through transnational marketing, branding, distribution and exhibition of audiovisual works;

The MEDIA Sub-programme shall provide support for the following:

• establishing systems of support for the distribution of non-national European films through theatrical distribution and on all other platforms as well as for international sales activities, in particular the subtitling, dubbing and audio-description of audiovisual works.

ELIGIBLE ACTIONS

The Sales Agents scheme works in two phases:

1. The Generation of a potential fund, which will be calculated according to the international sales performance of the company on the European market during the reference period (2010-2014) 2. Reinvestment of the potential fund thus generated by each company: Module 1: minimum guarantees or advances paid for the international sales rights on new European non-national films. Module 2: the promotion, marketing and advertising on the market of new non-national European films presented.

BUDGET

The total budget available is EUR 2.600.000. The financial contribution of the Union cannot exceed 60% of the total eligible costs, depending on the type of reinvestment

The objective of this call is to strengthen the capacities of sending and hosting organisations intending to participate in the EU Aid Volunteers initiative and to ensure compliance with the standards and procedures regarding candidate volunteers and EU Aid Volunteers. With this call the European Commission expects to achieve the following results:

The capacities of up to 100 sending and hosting organisations are strengthened in the fields of

— Disaster risk management, preparedness and response as well as linking relief, rehabilitation and development;

— Volunteer management according to the standards and procedures for the management of the candidate volunteers and the EU Aid Volunteers;

— Strengthening local volunteering in third countries;

— Capacities to undergo certification including administrative capacity;

— Tools and methods of needs assessment at a local level;

Building partnerships with a view to develop joint projects in the context of the EU Aid Volunteers initiative.

— Communicating the European Union’s humanitarian aid principles agreed in the European Consensus on Humanitarian Aid and raise awareness levels and visibility of its humanitarian aid.


BUDGET AVAILABLE

The total budget earmarked for the co-financing of projects is estimated at EUR 6 948 000.

— For the first round (projects submitted by 1.4.2015) it is foreseen to use 70 % of the available amount for projects (EUR 4 863 600). — 30 % (EUR 2 084 400) will be available for the second deadline on 1.9.2015. The maximum grant will be EUR 700 000. Grant requests below EUR 100 000 will not be considered for funding. The Agency expects to fund 20 proposals.

This measure aims at supporting projects promoted by transnational partnerships and networks directly involving citizens. Those projects gather citizens from different horizons, in activities directly linked to Union policies, with a view to give them an opportunity to concretely participate in the Union policy-making process in areas related to the objectives of the Programme. 

The project should consist in stimulating and organising reflection, debates or other activities related to the annual priority themes of the Programme and propose concrete solutions that can be found through cooperation or coordination at European level, and ensure a concrete link with the policy making process indicated above. Projects should actively involve a large number of citizens in the implementation and aim at setting the basis for, or encouraging the development of, long-lasting networking between many organisations active in the field.

A Civil Society Project must include at least two of the following three types of activities: 9 Promotion of societal engagement and solidarity: activities able to promoting debate/campaigns/actions on the themes of common interest in the larger framework of the rights and responsibilities of the Union citizens and making the link to the European political agenda and policy making process. 9 Gathering of opinions: activities aiming at gathering the individual opinions of the citizens on a specific topic to be yearly defined, favouring a bottom up approach (including the use of social networks, webinars, etc.) and media literacy. 9 Volunteering: activities promoting solidarity among Union citizens and beyond.


Who can participate?


Applicants: non profit organisations, including civil society organisations, educational, cultural or research institutions.

Partners: Public local/regional authorities or non-profit organisations, including civil society organisations, educational, cultural or research institutions, town-twinning committees and networks.


Maximum eligible grant for a project: 150 000 EUR.

LIFE is the EU’s financial instrument supporting environmental and nature conservation projects throughout the EU

The LIFE programme for the Environment and Climate Action is expanding from providing action grants to projects and operating grants to non-governmental organisations. LIFE funding will now also be channeled through the Private Finance for Energy Efficiency, the first of two new financial instruments under this programme.

The Private Finance for Energy Efficiency (PF4EE) aims to increase private financing for investments in energy efficiency enhancing projects. Its objective is therefore to support Member States in making progress in view of the EU's agreed targets on energy efficiency. 


The Commission has committed €80 million for 2014-17 anticipating an 8-fold leverage effect. The management of the PF4EE instrument is entrusted to the European Investment Bank (EIB).

The PF4EE will combine lending from the EIB to financial intermediaries with protection against losses associated with making loans for energy efficiency projects. The Financial Instrument will help intermediary banks in Member States to develop and offer specific loan programmes for energy efficiency projects. These loan programs will be aligned with the national energy efficiency action plans. The Financial Instrument will also provide support and technical assistance aiming at effectively deploying the PF4EE Instrument by increasing the technical capacity of the financial intermediaries.


The beneficiaries could include SMEs, private individuals, small municipalities or other public sector bodies. The size of the energy efficiency loans to be provided to the final beneficiaries could range from €40 000 up to €5 million and higher in exceptional cases.

2.1 Capacity-building for trainee and in-service medical practitioners (including but not limited to general practitioners, dentists, paediatricians, nurses, accident and emergency practitioners), social service practitioners, police and the education sector (including early childhood education and care, schoolteachers, other school/early childhood education and care staff), with the aim of systemising robust prevention, detection, identification and responses to adverse childhood experiences (ACEs), with a clear focus on promoting positive and caring relationships to foster resilience

2.2 Capacity-building for specialist forensic interviewers for child victims of violence (in line with how the role is assigned at country level: e.g. national child protection systems, the police, the prosecutor, Barnahus, etc), with the aim of systemising forensic interviewing specialists, preventing further trauma to child victims, ensuring a pathway to therapy and improving prosecution rates. Any capacity-building must be conducted by expert practitioners in the field.

2.3 Capacity-building for trainee and in-service specialist practitioners providing evidence-based and trauma-informed therapeutic services and treatment to child victims of violence, with the aim of systemising the adequate national coverage of therapeutic services for child victims, taking account of individual children as well as groups of children and children as a group (e.g. in cases of mass victimisation and/or terrorism). Any capacity-building must be conducted by expert practitioners in the field.

 activities aiming at supporting European audiovisual production companies, in particular independent production companies, with a view to facilitating European and international co-productions of audiovisual works including television works.

Drama films (one-off or series) of a total duration of minimum 90 minutes intended primarily for the purposes of television exploitation on both linear and non-linear services. The objective of the action is to test the feasibility of an intra-EU job mobility scheme for the age group above 35 years, with a particular focus on unemployed citizens, including long-term unemployed. Similar to the targeted mobility scheme "Your first EURES job"(YFEJ) helping young jobseekers under 35s, “Reactivate” intends to help adults to find employment or traineeship opportunities in other EU countries and foster their full integration into the labour market.The action aims to improve the conditions for jobseekers and workers to exercise their right of freedom of movement across the EU and to address labour markets' imbalances and skills shortages.

Priorities:


  • increase the capacity of audiovisual operators to develop European audiovisual works with a potential to circulate in the Union and beyond and to facilitate European and international co-production, including with television broadcasters.

 

The MEDIA Sub-programme shall provide support for the following measures:

 

  • the development of European audiovisual works in particular films and television works such as fiction, documentaries, children’s and animated films, as well as interactive works such as videogames and multimedia with enhanced cross-border circulation potential;
  • activities aiming at supporting European audiovisual production companies, in particular independent production companies, with a view to facilitating European and international co-productions of audiovisual works including television works.



Eligible actions


The audiovisual work proposed must be an independent European television production (fiction, animation or creative documentary) involving the participation of at least three broadcasting companies from several Member States of the European Union or countries participating in the programme.

 

The exploitation rights licensed to the broadcasters have to revert to the producer after a maximum period of 7 years for a pre-sales or 10 years for co-production.

Minimum 50% of the estimated total financing of the production budget must be guaranteed from third party sources of finance and the production budget must be minimum 50% financed by European sources.

Under the Natural Capital Financial Facility (NCFF), the European Investment Bank (EIB) will provide loans and investments in funds to support projects which promote the preservation of natural capital, including adaptation to climate change, in the Member States. The total budget for the Investment Facility amounts to € 100 – 125 million for 2014-2017. The European Commission contributes € 50 million as a guarantee for the investments and finances a € 10 million support facility.

The main aim of the NCFF is to demonstrate that natural capital projects can generate revenues or save costs, whilst delivering on biodiversity and climate adaptation objectives.  The NCFF is to establish a pipeline of replicable, bankable operations that will serve as a "proof of concept" and that will demonstrate to potential investors the attractiveness of such operations.

Recipients can be public and private entities, including public authorities, land owners and businesses. The size of NCFF projects will typically be between € 5 million and € 15 million. The NCFF intends to provide finance to project developers both directly as well as indirectly through financial intermediaries.

The next biodivERsA call, cofunded by the European Commission will cover the two following themes:

  • Theme #1: Understanding and managing the biodiversity dynamics of soils and sediments to improve ecosystem functioning and delivery of ecosystem services
  • Theme #2:  Understanding and managing biodiversity dynamics in land-, river- and sea-scapes (habitat connectivity, green and blue infrastructures, and naturing cities) to improve ecosystem functioning and delivery of ecosystem services

The call is planned to be launched in May 2015, with a closing date in early November 2015.

The indicative global budget for this call is ca. 30 million euro.


To be eligible, transnational research consortia should be composed of members from at least three countries participating in the call. So far, Austria, Belgium, Bulgaria, Estonia, France, Germany, Hungary, Lithuania, the Netherlands, Norway, Poland, Portugal, Romania, Spain, Sweden, Switzerland, Turkey, and the United Kingdom have shown preliminary interest, and will have to confirm their participation by April.

With the objective of establishing a European network for VET — ReferNet, this call aims at selecting one  applicant from Greece and Romania, respectively (see point 3 below, ‘Eligibility criteria’), with which  Cedefop will conclude a 18-month framework partnership agreement; and at concluding with each  successful applicant a specific grant agreement for a 6-month work plan to be carried out in 2014  (starting 1 July 2014).
