Scope:

The activities aim at improving early diagnosis, strengthening integration of care, and outreach strategies in the community and in prison settings, and will draw on evidence and best practice from low- and high-incidence countries. They will furthermore strengthen national TB responses by supporting the development and implementation of national strategic plans and guidelines with a particular focus on improving the control of multi-drugresistant (MDR) TB and the implementation of evidence based, state of the art diagnostics and treatment options. The action will facilitate collaboration amongst EU Member States particularly in relation to vulnerable groups including migrants, homeless, prisoners and people who inject drugs with a view to support access to and continuity of care. They will link to activities undertaken by the European Centre for Disease Prevention and Control to address the TB situation in high incidence countries and the work on interventions for tuberculosis prevention and control in hard to reach and vulnerable populations.

How much co-funding?

Normally 60 percent of the eligible costs of the project can be covered by the EU contribution. Given the complementary and motivational nature of EU grants, at least 40 percent of project costs must be funded from partners' sources such as staff costs pertaining to national officials and other external resources.

In cases of exceptional utility, projects can receive 80 percent co-financing of eligible costs. The criteria for exceptional utility are defined in the annual work programme.

 

Country eligibility

To receive EU financial support for a project, i.e. to be a coordinator or other beneficiary, the organisation needs to be legally established in:

  • The European Union (any of the 28 Member States), or
  • An EFTA country, party to the Agreement on the European Economic Area (Iceland, Liechtenstein or Norway).

Organizations from other countries can only participate as subcontractors or collaborating partners in projects.

Scope:

The activities will support the development of national hepatitis strategies, screening and treatment guidelines, taking into account available treatment options. It will help to bridge primary, secondary care, and outreach, in the community including prison health services, to facilitate access to and uptake of testing, vaccination and treatment services particularly among key risk groups including drug users, prisoners, homeless, men who have sex with men, sex workers and people living with HIV/AIDS. It will also assess the potentially considerable economic impact of available treatment, testing strategies and vaccination options on health systems, which are under the responsibility of the EU Member States, with a view to inform decisions on balancing access to medicines and vaccines with the financial sustainability of health systems. They will build on work undertaken by the European Commission, the European Centre for Disease Control and Prevention, and the European Monitoring Centre for Drugs and Drug Addiction with the aim of reducing morbidity and mortality related to hepatitis B and C, and reducing new transmissions and the socioeconomic impact of hepatitis in the EU/EEA.
